Established in 1968, the Center for Urban and Regional Affairs (CURA) is an all-University applied research and technical assistance center that helps the University of Minnesota fulfill its land grant and urban missions by connecting faculty and student researchers with nonprofit organizations, businesses, neighborhoods, local governments, and state agencies in Minnesota. CURA supports research and publishes policy-oriented reports on a wide range of urban and regional issues.

Item Responding to the Opioid Epidemic in Minnesota(Resilient Communities Project (RCP), University of Minnesota, 2020) Heimisdottir, Dagny; Paulus, Sarah; Rose, Tim; Wu, Emma; Yawakie, BenjaminThis project was completed as part of a partnership between the League of Minnesota Cities and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The goal of this project was to develop a deeper understanding of the role “at-home” drug disposal products may play in combating the opioid crisis, and that cities may play in administering and promoting drug disposal methods. League of Minnesota Cities project lead Rachel Walker collaborated with graduate and postdoctoral students in the RCP Fellows Program to conduct a literature review, develop a logic model, design and administer a follow-up online survey to city officials who received drug disposal bags, create interview guides for city officials and the drug disposal bag company, and interview a legislative representative with experience leading efforts to address the opioid crisis. The goal of this project was to identify the role cities should play in addressing the opioid epidemic. League of Minnesota Cities project lead Luke Fischer collaborated with students in Dr. Greg Lindsay’s course, PA 8081: Planning and Public Affairs Capstone, to identify cities both nationally and in Minnesota that are coordinating effective opioid response programs, and to determine themes across different programs that practitioners may consider in crafting similar response measures. A videorecording of the students' final presentation is also available at https://vimeo.com/418512328.Item Road Funding Mechanisms for Small Suburban Cities in the Twin Cities Metro Area(Resilient Communities Project (RCP), University of Minnesota, 2020) Ambuel, David; Crawford, Sean; Kutz, Steven; Sir, MollyThis project was completed as part of a partnership between the City of Ramsey and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The goal of this project was to investigate ways for Ramsey to sustainably fund road reconstruction and maintenance projects. City of Ramsey project lead Kurt Ulrich collaborated with students in Dr. Greta Friedmann-Sánchez’ course, PA 5041: Qualitative Methods for Policy Analysis, to conduct interviews with city staff throughout Minnesota and make recommendations on possible funding models. A videorecording of the students' final presentation is also available at https://vimeo.com/418063866.Item Solar Energy Development and Regulation in Carver County(Resilient communities Project (RCP), University of Minnesota, 2015) Gurke, Kate; Kirgis, Alison; Sun, BixuanThis project was completed as part of a year-long partnership between Carver County and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Increasingly, public and private agencies are proposing renewable energy projects in Carver County, most of the proposals being solar projects. The County had no regulatory guidelines for solar development projects and wanted guidance in establishing effective policies at both municipal and county levels. The goal of the project was to identify best practices and policy tools that can be used by Carver County and local government to accommodate and attract high-quality solar and other alternative energy projects while protecting community interests. In collaboration with project lead Brenda Lano at the Carver County CDA, a team of students in PA 5721: Energy and Environmental Policy, proposed policies to accommodate solar development that addressed community concerns and benefits, and created an educational video about solar development for both the public and decisions-makers.
