Item Assessing Adult Learner Needs in Carver County: Field Report(Resilient Communities Project (RCP), University of Minnesota, 2016) Schoettler, ChristineThis project was completed as part of the 2015-2016 Resilient Communities Project (rcp.umn.edu) partnership with Carver County. Carver County manufacturing and industrial employers were having difficulties filling job vacancies. To help address this problem, the County wanted to assess availability of and gaps in adult education opportunities. Project lead Jackie Johnston from the Eastern Carver County School District Community Education program worked with a master's student in Organizational Leadership, Policy, and Development to assess adult-learner needs and offer strategies for building a strong adult education program. The student recommended that Carver County attract more entry-level employees to the area, encourage vocational training, support higher rates of Latino high school graduation, and encourage employers to assist with training onsite. Public Health Department officials in Carver County had identified immunizations and early childhood screenings for children of new immigrant families as a health priority for the County. One need identified to achieve this goal was developing better outreach strategies to Latino families in the area. Carver County project lead Jennifer Anderson partnered with students in PUBH 6630: Foundations of Maternal and Child Health, to develop recommendations to promote immunization for school-aged Latino children. Carver County has been exploring opportunities for renewable energy and energy efficiency in county government buildings. The Carver County Government Center in Chaska was a potential candidate for a renewable energy installation, specifically exterior solar lights. The goal of this project was to determine the feasibility and potential payback time for exterior solar lighting and other energy-efficient lighting systems at the Carver County Government Center. In collaboration with the county project lead, Nick Koktavy, a team of students in BBE 5733: Renewable Energy Technologies, examined three scenarios--conversion of exterior lights to LED, installation of solar-powered lights, and a combination of both LEDs and solar power--and concluded that installing LEDs alone was the most cost-effective solution. Carver County is home to five manufactured home parks, and the County's Public Health Department was interested in ways to better engage with residents of the parks around health, social service, and other needs. The goal of the project was to determine barriers to engagement and strategies for getting past those barriers. Carver County project lead Tami LaGow collaborated with three teams of students in SW 8551: Advanced Community Practice--Assessment, Organizing, and Advocacy, to determine barriers and develop strategies and recommendations. Each student team focused on a different manufactured home community in Carver County. Carver County adopted new stormwater reuse best management practices in 2012. The goal of this project was to assess the practices put in place in 2012. Students in CEGE 5511: Urban Hydrology and Water Quality, worked in partnership with Carver County project leads Paul Moline and Tim Sundby to assess current BMPs and provide recommendations for future stormwater management practices. To combat the spread of aquatic invasive species (AIS), the Carver County Water Management Organization developed a program focused on inspection, monitoring, and education. The goal of this project was to develop evaluation approaches and methodologies that could be used to assess the success of the program. Carver County project lead Madeline Seveland collaborated with students in PA 5311: Program Evaluation to develop an evaluation plan, survey, focus group questions, and a program logic model. The students' final report, poster, and logic model are available.Item Carver County Water Management Organization Downtown Waconia Water Quality Education Campaign(Resilient Communities Project (RCP), University of Minnesota, 2016) Wellman, Clark; Ljungkull, Marta; Feng, Allie; Bookless-Geis, TeriThis project was completed as part of the 2015-2016 Resilient Communities Project (rcp.umn.edu) partnership with Carver County. Lake Waconia is under threat of water quality impairment, primarily because of stormwater runoff from residential and business properties that surround the lake shore. Carver County Water Management Organization (WMO) and the City of Waconia wanted to investigate strategies to reduce pollution from runoff. The goal of this project was to design an educational program geared toward Waconia homeowners and business owners to encourage good water stewardship practices. Carver County has been exploring opportunities for renewable energy and energy efficiency in county government buildings. The County Licensing Center in Chanhassen was a potential candidate for a renewable energy installation, specifically solar water heating. The goal of the project was to determine the feasibility and potential payback time for installing a solar water heater at the Chanhassen facility rather than natural gas water heating. In collaboration with the county project lead, Nick Koktavy, a team of students in BBE 5733: Renewable Energy Technologies, calculated the energy output needed to support building functions and developed payback timelines. The students concluded a solar water heater was not feasible for this location. The goal of this project was to create an ecotourism marketing plan to promote the unique natural amenities located in Eastern Carver County that might appeal to visitors seeking to revel in the outdoors, including parks, the Minnesota Landscape Arboretum, lakes and water bodies, wineries and breweries, and outdoor recreation activities. Project lead Ben Landhauser from the City of Victoria collaborated with a group of students in JOUR 4263: Strategic Communication Campaigns, to produce an ecotourism marketing plan. Although Carver County as a whole is growing in population and economic potential, the city of Watertown lags behind neighboring municipalities. Fewer new residents are moving in, there is less new home construction, and the city’s social and economic growth are suffering as a result. The goal of this project was to develop a marketing campaign that highlights Watertown’s amenities and community characteristics to attract home buyers and business development. In collaboration with project lead Shane Fineran from the City of Watertown, a team of students in PA 5261: Housing Policy, identified factors important for both first-time home-buyers and baby boomers looking to downsize when they make home purchasing decisions, to inform future marketing campaigns and city promotional materials. The Carver County Public Works building in Cologne was a potential candidate for a renewable energy installation, specifically a wind turbine. The goal of this project was to determine the feasibility and potential payback time for a wind turbine at the site. In collaboration with the county project lead, Nick Koktavy, a team of students in BBE 5733: Renewable Energy Technologies, calculated the energy output needed to support building functions, addressed environmental and economic implications of a turbine installation, and developed payback timelines, ultimately concluding that wind power was not feasible for this location. A final report and PowerPoint slides from the project are available.Item Community Engagement in Parks and Recreation Planning, Carver County, MN(Resilient Communities Project (RCP), University of Minnesota, 2015) Andrews, Benjamin; Sippel, Zachary; Strain, SarahThis project was completed as part of a year-long partnership between Carver County and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The Carver County Parks Department was beginning the process of updating the parks chapter of the Carver County Comprehensive Plan. Staff wanted to engage traditionally underrepresented populations in the county in the planning process, and explore new and innovative strategies to increase participation among residents of color. The goal of this project was to develop a comprehensive public engagement plan that staff could use to reach traditionally underserved and underrepresented populations. In collaboration with Carver County project leads Marty Walsh, Nate Kabat, and Sam Pertz, a team of students in PA 5253: Designing Planning and Participation Processes, developed a community engagement and public participation plan. A final report and poster from the project are available.Item The Community Land Trust Model: Toward Best Practices for Promoting, Sustaining, and Growing(Resilient Communities Project (RCP), University of Minnesota, 2016) Clowdus, GabrielleThis project was completed as part of a year-long partnership between Carver County and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The Carver County Community Development Agency (CDA) administers the Carver County Community Land Trust to provide affordable homeownership options. The CDA received a grant to develop four land-trust units in the City of Waconia, and hopes to expand the land-trust program to other cities in Carver County. However, the CDA has faced opposition in the past from city elected officials. The goal of this project was to explore how the CDA can creatively promote community land trusts to resistant or skeptical elected officials and residents in cities throughout Carver County. In collaboration with project lead Brenda Lano from the Carver County CDA, a Ph.D. student in PA 5261: Housing Policy, identified policies, marketing strategies, and outreach tools successfully used by other land trusts to promote affordable housing goals. The Andrew Peterson Farmstead, located near the city of Waconia, is a site with great historic significance. The Carver County Historical Society (CCHS) was in the process of restoring a number of historic buildings on the Peterson Farm. The goal of this project was to help inform ongoing restoration and preservation efforts at the farmstead. In partnership with CCHS project lead Wendy Petersen-Biorn, students in ARCH 5672: Historic Building Conservation, assessed the condition of five structures on the farm and offered restoration and preservation recommendations for each of the structures. The students' final report and poster are available.Item Early Childhood Screenings: Latino Community Engagement in Carver County(Resilient Communities Project (RCP), University of Minnesota, 2016) Singh, Ishu; Reddy, ApoorvaThis project was completed as part of the 2015-2016 Resilient Communities Project (rcp.umn.edu) partnership with Carver County. As the demographic profile of Carver County changes, the Carver Public Health Department is looking for ways to encourage Latino parents to participate in early childhood screenings. The goal of this project was to identify barriers to participating in such screening, and to develop informational materials to overcome these barriers. Carver County project lead Jennifer Anderson worked with students in SPAN 3404: Medical Spanish and Community Health Services, to assess barriers and develop informational materials in both Spanish and English. The students discovered that lack of resources, language barriers, and cultural differences are the primary barriers to early childhood screenings for Latino children. The students' final presentation and poster are available.Item Effects of the Foreclosure Crisis on Homeowners Associations(Resilient communities Project (RCP), University of Minnesota, 2016) Showalter, ElizabethThis project was completed as part of the 2015-2016 Resilient Communities Project (rcp.umn.edu) partnership with Carver County. To assess whether homeowners associations (HOAs) in Carver County are likely to benefit from the financial assistance that a home improvement area (HIA) would provide, a student in PA 5261: Housing Policy, assessed the number and location of townhouse and condominium HOAs and the age of buildings in the Carver County cities of Mayer, Norwood Young America, Chanhassen, Chaska, Victoria, Watertown, Waconia, Cologne, and Carver. Working in collaboration with project lead Brenda Lano from the Carver County Community Development Agency, the student reviewed previous research and case studies of HIAs in other communities, and ultimately concluded that there is a need for HIAs in Carver County.
