Abstract

The process of providing public services is based on a number of factors. The needs of those in the area being served and the capacity of the agency to deliver the services are two of the primary factors considered in the provision of public services � Once services are designed and the delivery process begins, a third factor, evaluation, comes into play. This study focuses on the evaluation of the delivery of services provided by the Duluth Department of Water and Gas. The study provides data which describe the attitudes and perceptions of customers concerning the services delivered by City of Duluth Department of Water and Gas. The overall objective of the study is to develop a set of data which will assist the Department of Water & Gas in providing quality services.
