Item Creating a Community Land Trust in Scott County(Resilient Communities Project (RCP), University of Minnesota, 2019) Fitzgerald, Cassie; Jenkins, GwendolynThis project was completed as part of a year-long partnership between Scott County and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The goal of this project was to provide information and recommendations to the county in advance of its launching of a Community Land Trust (CLT) program in 2019. Scott County project lead Linda Janovsky collaborated with students in Dr. Edward Goetz’ course, PA 5261, to research best practices for CLT programs and interview staff currently working with the Carver County CDA, which has operated a CLT program since 2011. The goal of this project was to explore options for creating an edible landscape in Scott County. Scott County project leads Jayme Carlson and Lisa Brodsky collaborated with graduate students, Jenna Yeakle and Kristine Mcintyre, as part of their Master of Public Health Culminating Experience. Jenna Yeakle worked with her faculty adviser, Dr. Jennifer Linde, to identify community engagement strategies while Kristine Mcintyre worked with her faculty adviser, Dr. Katie Loth, to identify how the edible landscape could meet the nutritional needs of the community. The goal of this project was to explore options for creating an edible landscape in Scott County and provide recommendations and information about best practices. Scott County project leads Jayme Carlson and Lisa Brodsky collaborated with students in Dr. Len Marquart’s course, FScN 4732, to identify policies that would support an edible landscape, provide best practices from existing edible landscapes around the world, and recommendations for sustaining the landscape. The goal of this project was to assess the challenges and opportunities in promoting native prairie plantings and cover crops among farmers in Scott County. Scott County project lead Paul Nelson collaborated with students in Dr. Mae Davenport’s course, ESPM 5245, to engage stakeholders through interviews to understand perceptions of perennial crops within local farming culture, as well as opportunities for the Scott County Watershed Management Organization (WMO) to facilitate broader implementation of perennial crops. A final student report and presentation slides from the project are available.Item Evaluating Eminent Domain Settlements for Highway Projects(Resilient Communities Project (RCP), University of Minnesota, 2018) Gruba, StephanieThis project was completed as part of a year-long partnership between Scott County and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The goal of this project was to examine legal requirements for just compensation in Minnesota and the precedent established in other states regarding eminent domain settlements for highway projects. Scott County project lead Lisa Freese collaborated with Stephanie Gruba as part of an independent research project, LAW 7606, with guidance from Professor Alexandra Klass. The project analyzed the legal ramifications of the Kelo v. City of New London decision in Minnesota, offers insight on just compensation, and analyzes case law to identify legally compensable partial takings in Minnesota. The goal of this project was to identify successful models of Employer-Assisted Housing (EAH) programs and provide recommendations for Scott County staff and leadership in implementation of an EAH program. Scott County project lead Julie Siegert collaborated with Olivia Boerschinger, a student in Neal Young’s course PA 5512, to analyze successful implementation mechanisms of EAH and outline case studies to develop best practices that are applicable to Scott County. The goal of this project was to analyze various Employer-Assisted Housing (EAH) programs and provide recommendations to Scott County for targeting business sectors that could benefit from an EAH program in the county. Scott County project lead Julie Siegert collaborated with students in Dr. Edward Goetz’ course, PA 5261, to assess the current industries in the county that, based on programs adopted elsewhere, could be the most strategic partners in an EAH program in Scott County. The report also makes recommendations to county staff and leadership for structuring and implementing a potential EAH program. The goal of this project was to develop resources for landlords and tenants in Scott County to encourage participation in affordable housing programs. Scott County CDA project lead Molly Link collaborated with two student groups in Professor Becky Yust’s course HSG 4461 to develop web-based information and educational programming resources for landlords and residents. The goal of this project was to understand the motivations, barriers, and opportunities of landlord participation in the Section 8 Housing Choice Voucher program in Scott County. Scott County CDA project lead Molly Link collaborated with students in Peter Bernardy’s course, PA 5311, to gather data via interviews and a survey of landlords to understand perceptions and experiences related to the program, and develop recommendations for the Scott County CDA. The goal of this project was to make recommendations to Scott County on steps to promote the cross-program integration of data to better reach families in need of essential early childhood services. Scott County project lead Jake Grussing collaborated with students in Judy Temple’s Education & Policy Reform Capstone Workshop to analyze three unique data integration programs in the United States and provide actionable steps for Scott County staff and leadership. The goal of this project was to provide resources to build on the work of the Scott County Association for Leadership and Efficiency (SCALE) regarding early childhood education data integration. Scott County project lead Jake Grussing collaborated with Sarah Leneave as part of an independent research project, LAW 7606, with guidance from Professor Steve Kelley at the Humphrey School of Public Affairs. The project assessed data integration programs in other government jurisdictions in the US and identified potential legal and ethical considerations to cross-sharing of data among programs. The goal of this project was to assess the feasibility of the open self-serve libraries model for implementation in Scott County. Scott County project lead Kristy Rieger collaborated with students in a course at St. Catherine’s University taught by Dr. Anthony Molaro, LIS 7700. Three student teams analyzed different aspects of potential implementation through conducting a survey of residents, and exploring marketing strategies to effectively communicate the open library model to the public. The goal of this project was to examine current models of open self-serve libraries to assess staffing, infrastructure and capacity. Scott County project lead Kristy Rieger collaborated with Ph.D. candidate in Sociology, Matt Gunther, to interview implementation managers of four North American libraries and compile findings. A report and PowerPoint presentation slides are available.Item Planning for Connected & Autonomous Vehicles (CAV)(Resilient Communities Project (RCP), University of Minnesota, 2019) Chao, Lynda; McNiel, Dan; Mohler, Elliot; Hase-Raney, Isaac; Corder, Ian; Leys, Kathryn; Molinari, Eric; Schneider, Ben; Del Rosario, Ari; Houser, Emily; Simmons, Koehl; Steinhoff, Forrest; Engstrom, Shannon; Haney, Patrick; Nowak, Jacqueline; Want, YuyanThese projects were completed as part of a year-long partnership between Scott County and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The goal of the project was to research and plan for how several key sites in the county could be adapted and re-envisioned to accommodate connected and autonomous vehicles. Students in Dr. Fernando Burga’s Land Use Planning class worked with Scott County Traffic Engineer Mark Callahan to research the role of connected and autonomous vehicles in: impacting pedestrian safety, creating suburban and rural transportation hubs, master planning for an urban village, and restructuring freight and ports. Each team of students created a series of research posters that use visuals to introduce the problem, explore precedent and case studies, examine policy solutions, and provide design renderings and recommendations. The goal of this project was to promote active living in Scott County. Scott County project lead Nathan Moe collaborated with students, Galen Ryan and Daniel Mock, and their professor, Dr. Yingling Fan, as part of an independent study in the Humphrey School of Public Affairs. Galen Ryan focused his research on active transportation in Scott County while Daniel Mock researched barriers to parks access in the county. The goal of this project was to employ the Cost of Community Services (COCS) method to Scott County to understand fiscal impacts of various development decisions in the county. Scott County project lead Brad Davis collaborated with Ph.D. candidate Terin Mayer, with assistance from Dr. Jerry (Zhirong) Zhao, to review previous COCS studies and develop a blueprint for conducting a study in Scott County. The goal of this project was to investigate the use of in-person inspections for the assessment of property value, and determine whether there is potential for alternative methods within the existing state statute. Scott County project lead Michael Thompson collaborated with students in Dr. Greta Friedmann-Sanchez’ course, PA 5041, to conduct interviews with county assessors in Minnesota counties to understand the benefits and challenges of the in-person inspection requirement, and provide qualitative evidence supporting the use of alternative methods in property assessment. The goal of this project was to assess solutions to increase the capacity of the existing Hazardous Household Waste Facility in Scott County and provide recommendations. Scott County project lead Kate Sedlacek collaborated with students in Dr. Lisa Miller & Dr. Qie He’s ISyE Senior Design Project to conduct a facility study and develop a simulation of material processing to predict capacity in various scenarios in the future and provide tangible recommendations to the county. The goal of this project was to identify potential sites for creating perpetually-affordable housing opportunities through a proposed Community Land Trust (CLT) program within Scott County. Scott County project lead Linda Janovsky collaborated with students in Dr. Ying Song’s course, GIS 5564, to gather data, develop selection criteria, and implement a mapping tool to identify parcels that would be key additions to a future CLT.
