    Alternative Energy Opportunities in Rosemount, MN

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). City of Rosemount facilities, including wells, fire stations, and city offices are powered with traditional electrical service. The City is interested in switching to alternative energy sources that prove to be cost-effective and environmentally friendly. The goal of this project was to assess and make recommendations for the use of solar, wind, and other alternative energy sources to power municipal facilities. In collaboration with city project lead Christine Watson, Public Works Coordinator for the City of Rosemount, a team of students in PA 5242: Environmental Planning, Policy, and Decision Making researched case studies of alternative-energy-powered municipal facilities throughout Minnesota and analyzed funding sources and lessons learned from each case.     American Boulevard Travelshed Analysis

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The Minnesota Valley Transit Authority (MVTA), the public transportation agency that serves Rosemount and neighboring suburbs in the region, is reevaluating service to the American Boulevard area—a historically challenging location to serve due to limited access and the congestion on neighboring I-494. MVTA offered service to American Boulevard in years past, but the agency gradually cut back as ridership declined. The agency currently provides no service to the Boulevard, although it does service neighboring areas, including I-35W and the Mall of America. The goal of this project was to determine whether area development, access, and travel patterns have changed substantially enough to warrant service from Rosemount and neighboring suburbs to American Boulevard. In collaboration with project co-leads Eric Zweber, a planner for the City of Rosemount, and Jen Lehmann, Planning Manager at MVTA, a team of students in GEOG 5564: Urban Geographic Information Science and Analysis conducted a travel shed analysis of the American Boulevard and provided recommendations for potential transit routes and schedules to the area.     Approaches for Developing an Eco-Industrial Park in the City of Rosemount

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The City of Rosemount is exploring opportunities to establish an eco-green business park to promote sustainable economic development. An eco-green business park is a cluster of businesses that coordinate with each other to reduce waste and pollution, share resources more efficiently, and leverage synergies between their product and customer bases. The goal of this project was to explore opportunities for attracting green businesses and encouraging the adoption of green building/manufacturing standards for a future green business park in Rosemount. In collaboration with city project lead Kim Lindquist, Community Development Director for the City of Rosemount, a team of students in PA 5242: Environmental Planning, Policy, and Decision Making explored best practices, policies and case studies that could provide lessons for developing an eco-green business park in the City of Rosemount.     An Assessment of the Rosemount Senior Community: Building Capacity for the Future

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). As the United States senior population is projected to reach 55 million in 2020, it is increasingly important for communities to be “age-prepared” and have plans to meet increasing needs for housing, transportation, social services, and health care options that meet the needs of older adults. The goal of this project was to help the City of Rosemount prepare for the aging of its own community by identifying unmet needs of seniors, effective methods for City outreach to seniors, and strategies for avoiding isolation among the senior population. In collaboration with city project lead Alan Cox, Communications Coordinator for the City of Rosemount, a team of students in SW 8551: Advanced Community Practice: Assessment, Organizing, and Advocacy conducted interviews with seniors in the community and provided recommendations for the City of Rosemount to better meet the needs of Rosemount’s senior community.     An Asset-based Approach to the City of Rosemount Strategic Plan: 2015-2020

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). A thriving and resilient local economy is key to community development. The goal of this project was to create an asset-based strategic plan for the City of Rosemount’s future sustainable development. In collaboration with city project lead Kim Lindquist, Community Development Director for the City of Rosemount, students in PA 5512: Workforce and Economic Development conducted workforce and economic base analyses of Rosemount, held community focus groups, conducted an online survey of community members, and crafted a strategic plan with recommendations for development to build off of the City’s current assets.     Carbon Reduction and Community Outreach

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The City of Rosemount is actively working to minimize its contribution to climate change by reducing greenhouse gas emissions. Community outreach and engagement is vital for the success of any city’s environmental mission. The goal of this project was to explore opportunities for community-driven greenhouse gas reduction efforts and activities to help the City of Rosemount meet its environmental goals. In collaboration with city project lead Jason Lindahl, a planner for the City of Rosemount, a team of students in SUST 4004: Sustainable Cities conducted community outreach at Rosemount’s United Methodist Church and collaborated with a local organization to gauge local awareness of climate issues and develop best practices regarding outreach and education.     City of Rosemount Community Gardens Evaluation Proposal

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The City of Rosemount’s Community Garden program has had a waiting list almost every year since the program began in 2010. Although they are called Community Gardens, each plot is for the personal use of the resident who pays the rental fee. The goal of this project was to explore ways for the City of Rosemount Parks and Recreation Department to gather public input regarding their community garden program and identify ways to better meet demand, run the program more cost-effectively, and support gardeners’ success. In collaboration with city project lead Tom Schuster, Parks Supervisor for the City of Rosemount, a team of students in PA 5311: Program Evaluation designed an evaluation plan focused on improving the current program structure and activities.     City of Rosemount Employee Stress and Wellness Assessment

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Employee wellness programs have been in the spotlight in recent years as employers attempt to reduce health insurance costs and boost employee productivity and satisfaction. As an employer, the City of Rosemount is interested in enhancing their employee wellness program. The goal of this project was to assess the health and wellness issues that are most prevalent for Rosemount city employees and provide recommendations for a comprehensive wellness program. In collaboration with city project lead Emmy Foster, Assistant City Administrator for the City of Rosemount, a team of students in PSY 3960: Stress & Trauma conducted a survey of City employees to identify common sources of stress and recommended wellness initiatives to address these sources of stress.     City of Rosemount Parks and Recreation Public Engagement Plan

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). As the City of Rosemount Parks and Recreation Department prepared to update its master plan, the Department was interested in identifying new opportunities for community input. The goal of this project was to increase public engagement in the Department’s planning and decision-making processes. In collaboration with city project lead Dan Schultz, Parks and Recreation Director for the City of Rosemount, a team of students in PA 5145: Civic Participation in Public Affairs created a detailed plan for engaging residents in decisions regarding new investments in Rosemount’s parks and recreation system, including sample communications to residents, an Engagement Planning Worksheet, and a Community Engagement Assessment Tool to help staff manage the engagement process.     City of Rosemount: Stormwater Management Plan

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Storm water management is becoming a hot issue in urban planning and design fields. With climate change creating more intense and more frequent storm events, and as urban development continues, increased runoff jeopardizes the water quality of Minnesota’s lakes and rivers and raises the risk of severe localized flooding. The goal of this project was to identify opportunities or design strategies for storm water infiltration in the City of Rosemount that balance aesthetics and functionality, reduce long-term maintenance costs, manage winter snow melt, and provide opportunities for other passive uses. In collaboration with city project lead Andy Brotzler, Public Works Director for the City of Rosemount, a team of students in PA 5242: Environmental Planning, Policy, and Decision Making researched both traditional and new best management practices and provided recommendations for the City of Rosemount regarding which practices it should implement, in addition to strategies for community involvement.     Community Gathering Spaces and Placemaking in the City of Rosemount

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Placemaking is a people-centered approach to the planning, design, and management of public spaces, and is important for building strong communities. The goal of this project was to maximize the benefits of Rosemount’s public spaces such as community centers, churches, cafes, and coffee shops. In collaboration with city project lead Dan Schultz, Parks and Recreation Director for the City of Rosemount, a team of students in LS 5100: Revitalizing Environmental Reform: Re-Imagining the Arts for Public Parks researched case studies of similar suburban settings and offered suggestions for placemaking tailored to Rosemount’s current spaces.     Daytime Staffing Solutions for the Rosemount Fire Department

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). With an all-volunteer Fire Department, daytime staffing of fire responders—when most residents are at jobs outside of the community—has regularly posed a challenge for Rosemount. The goal of this project was to identify areas for growth in the recruitment and retention of firefighters available during work-week hours. In collaboration with city project lead Rick Schroeder, Fire Chief for the City of Rosemount, two teams of students in HRIR 6301: Staffing, Training, and Development conducted strategic assessments of the Department’s staffing needs, evaluated the available labor force in Rosemount, and drew upon best practices to make recommendations for strengthening recruitment and retention.     From Point A to Point B: The Transportation and Logistics Cluster in Dakota County, MN

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). A thriving and resilient local economy is key to community development. Business clusters—geographic concentrations of interconnected businesses, suppliers, and associated institutions in a particular field—are considered to be beneficial for local economic development. The goal of this project was to analyze existing business clusters in Rosemount and Dakota County, identify opportunities for synergies between existing businesses and clusters, and create a marketing strategy to attract or grow synergistic businesses. In collaboration with city project lead Kim Lindquist, Community Development Director for the City of Rosemount, a team of students in PA 5590: Topics in Economic and Community Development conducted semi-structured interviews and secondary data collection to identify key industry clusters in Dakota County and identify policy recommendations to leverage the county’s competitive advantages.     Greenhouse Gas Emissions in Rosemount: Analysis and Recommendations

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The City of Rosemount is actively working to minimize its contribution to climate change by reducing greenhouse gas emissions. The goal of this project was to develop a climate action plan for the City of Rosemount that identifies specific strategies for reducing greenhouse gas emissions throughout the community. In collaboration with city project lead Jason Lindahl, a planner for the City of Rosemount, a team of students in PA 4790/5790: Sustainable Infrastructure and Cities analyzed local data and developed recommendations to reduce carbon emissions in the City of Rosemount for the energy, transportation, water, and food sectors, in addition to general recommendations.     Homeowner Association Collaboration in Rosemount

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The City of Rosemount is home to several residential developments governed by Homeowners’ Associations (HOAs), which serve as intermediaries between residents and local governments. HOAs often share responsibility with cities for the maintenance of public spaces, including sidewalk maintenance and snow and tree removal. Yet because there is no standard arrangement for which party bears which responsibilities and no formal channels of communication between the two parties, the lines of authority are often unclear. The goal of this project was to identify opportunities for City collaboration and partnership with HOAs to provide public benefit and improved services. In collaboration with city project lead Christine Watson, Public Works Coordinator for the City of Rosemount, a student in LAW 7750: Community Practice and Policy Development analyzed HOA foundation agreements between the City and developers and interviewed HOA members and leadership to identify barriers to communication and provide recommendations for future collaboration.     Improving Transportation Accessibility for the City of Rosemount

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The City of Rosemount is interested in improving transit services and expanding residents’ job commute options. The goal of this project was to conduct a travel shed analysis of where Rosemount residents and employees work and live that can inform future transit and transportation planning and to provide recommendations for increasing transit use. In collaboration with city project lead Eric Zweber, a planner for the City of Rosemount, two teams of students in PA 8202: Networks and Places conducted an analysis of transportation in Rosemount and provided recommendations for increasing transit use including route expansion and non-motorized transportation options.     Learn, Participate, Lead: Engaging Residents in Comprehensive Planning

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Every 10 years, counties, cities, and townships in the Twin Cities metropolitan area are required to update their comprehensive plans, which guide transportation, utility, land use, recreation, and housing policy and planning for the coming decade. As Rosemount embarked on the process of revising its plan for submittal to the Metropolitan Council in 2018, the City sought to re-evaluate how it could meaningfully engage residents in shaping their community. The goal of this project was to develop a proposal for a broadly inclusive public engagement process for Rosemount’s upcoming 2040 Comprehensive Plan update. In collaboration with city project lead Kim Lindquist, Community Development Director for the City of Rosemount, a team of students in PA 5253: Planning and Participation Processes designed a unique participation process that the City of Rosemount could implement over the coming years to foster communication and collaboration between the City and residents as they plan for the years ahead.     Mississippi River Corridor Restoration Site Analysis

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The City of Rosemount includes a stretch of land along the Mississippi River—the site of a planned regional bike trail. The area around the proposed bike trail is in a somewhat degraded state today after years of animal grazing and human use, with many nonnative species in need of control. Several different entities, including Flint Hills Resources, CF Industries, and Dakota County, currently own portions of the riverfront property. The goal of this project was to convene relevant stakeholders and land owners, evaluate existing restoration activities in the Mississippi River Critical Area Corridor, and recommend an overall restoration strategy or plan that builds on these efforts and incorporates additional public access opportunities. In collaboration with city project lead Eric Zweber, a planner for the City of Rosemount, four teams of students in HORT 5071: Ecological Restoration assessed the condition of the land and ecosystems and designed a master plan for restoration of approximately 70 acres of the riverfront after the planned bike trail is in place.     Mixed Affordable and Market-Rate Student Housing: Akron Flats Proposal

    This project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Since Rosemount became its home nearly 50 years ago, Dakota County Technical College (DCTC) has served primarily as a commuter college. However, as admissions continue to grow, DCTC is moving toward offering a more complete college experience and wants to explore student housing options near the campus. At the same time, the City of Rosemount expects demand for affordable housing to significantly increase in coming years. The goal of this project was to explore the potential for the two entities to collaborate on a housing development that would include both affordable and market-rate housing geared toward students. In collaboration with city project lead Eric Zweber, a planner for the City of Rosemount, a team of students in HSG 4461: Housing Development and Management designed a proposal for a housing development that would include both affordable and market-rate housing geared toward students, complete with floor plans, marketing strategies, and financial pro formas.
