Minnesotans approached the October 1st launch of MNsure -- Minnesota's health insurance exchange -- with high expectations. But disappointment quickly replaced hope when the program came online and delays and breakdowns ensued. Despite all the problems, though, about 80,000 Minnesotans signed up for coverage during its first three months and MNsure may approach its initial targets for enrollment by March 31st. Scott Leitz, interim CEO of MNsure, presents an in depth discussion of MNsure's breakdowns along with his steps to rework its operations to meet Minnesota's high expectations.
