The State of Oregon has done a pilot project demonstrating a system for transitioning to mileage-based fees by paying the fees at the gas pump. The University of Iowa has conducted pilot tests around the country to determine how drivers respond to a mileage-based fee approach using GPS-based technology. The Puget Sound Regional Council has conducted a test of congestion tolling. Finally, the Minnesota Department of Transportation is testing an approach for collecting mileage-based user charges using commercially available smartphones with built-in GPS devices, in which the charge element is just one of the applications. While there have been discussions among many transportation leaders regarding why fuel taxes are no longer a good way of funding the transportation system, there is by no means a public understanding of why this is so. The public assumes that the taxes they pay at the pump are paying for the system, and that if funding problems exist, they are due to waste and inefficiency. This examination–of the rationale, technology, and transitional issues in shifting from a financing system for surface transportation based on fuel taxes to one that is based on a mileage-based user fee (MBUF) traveled or vehicle-miles traveled (VMT) fee–sets the stage for a policy discussion on transportation-related user fees and lays the groundwork for an extensive public outreach effort.Item Funding China's Urban Infrastructure: Revenue Structure and Financing Approaches(Center for Transportation Studies, 2011-05) Zhirong, Zhao; Chengxin, CaoWith the rapid increase in the need for urban infrastructure, the issue of infrastructure funding has become more and more essential. This paper focuses on the following three issues: first, it clarifies the trend and regional pattern of infrastructure funding. Second, this paper further discusses funding mechanisms from the perspective of government and market. Third, this paper will evaluate current trend and pattern based on the five theoretical dimensions. Concerning the trends of infrastructure funding, the growth of market financing is faster than fiscal revenue; therefore, the importance of fiscal revenue has decreased. Regionally, the east has the highest reliance on fiscal revenue, which is largely due to its high land transfer fee. Municipality has the highest proportion of market financing. From the perspective of government and market, the importance of government-leading mode has decreased, while UDIC-leading and private sector involvement play a more and more essential role.Item Minnesota User Based Fee Demonstration(Center for Transportation Studies, University of Minnesota, 2021-12) Douma, Frank; Zhao, Jerry; Fonseca, Camila; Zeerak, Raihana; Lari, Adeel; Munnich, Lee; Benesh, Meredith; Loveland, JoeThe Minnesota Department of Transportation conducted a 12-month Distance Based Fee (DBF) demonstration that utilizes existing technologies embedded within Shared Mobility (SM) fleet vehicles and connected and automated vehicles (CAVs) to automatically calculate and collect the fees. As part of the demonstration, researchers at the Humphrey School of Public Affairs discussed policy considerations and implications of DBFs on privacy, equity, and administration costs, as these are often raised as obstacles to the implementation of a DBF. Researchers also conducted financial analysis, and outreach and education efforts. Lastly, researchers conducted an evaluation of the demonstration based on the administrative and political feasibility, efficiency, adequacy, and equity of DBFs. This research identified the challenges that had to be overcome to implement DBFs and the potential to deploy this model on a broader scale.Item A Path Forward for Distance-Based User Fees (Research Brief)(Center for Transportation Studies, University of Minnesota, 2022-05) Center for Transportation StudiesThis research brief summarizes the highlights and findings for research report CTS 21-07, Minnesota User Based Fee Demonstration.Item Rail transit development in lagging regions: A development-oriented investment and financing approach(Journal of Transport and Land Use, 2018) Xiao, Yu; Zhong, Haotian; Zhou, Tao; Zhou, YulinTransportation infrastructure investment can play a significant role in promoting urban development. How can governments finance expensive rail transit investments and promote urban development in lagging regions? This paper reviews a case in Chongqing, China, a municipality that proactively invested in rail transit development through a mechanism of land value capture and guided rapid urbanization. We use path analysis to test the assumption that the rail transit system investment, which is directly linked to the amount of available government reserve land, was an important determinant in promoting urban development. We found that the availability of government reserve land alone cannot promote urban development. However, building transportation infrastructure on government reserve land serves as the catalyst to foster urban development. We see this development-oriented investment and financing approach as promising for raising funds for rail transit investment in other lagging regions in the world.Item Twin Cities Conversions.
