Item Encouraging Small Business Growth and Expansion: Ramsey COR Retail Market Analysis(Resilient Communities Project (RCP), University of Minnesota, 2017) Boerschinger, Olivia; Svitavsky, Kate; Yoder, AmyThis project was completed as part of the 2017-2018 Resilient Communities Project (rcp.umn.edu) partnership with the City of Ramsey. The City of Ramsey has long had a goal to create destinations in the community for residents to shop, eat, and enjoy entertainment. Market forces make achieving this goal challenging, and current efforts have fallen short of meeting community expectations. Students in Bob Streetar’s Community and Economic Development class conducted a retail market power and consumer buying power analysis to identify “gaps” in the Ramsey market that the City could capitalize on, identified barriers to commercial-retail development in the city, and made recommendations for strengthening retail demand in Ramsey by promoting housing density and developing a unique character to distinguish the city from competitor communities. The students’ final report and presentation are available.Item Fostering Employer-Assisted Workforce Housing(Resilient Communities Project (RCP), University of Minnesota, 2018) Boerschinger, OliviaThis project was completed as part of a year-long partnership between Scott County and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). The goal of this project was to identify successful models of Employer-Assisted Housing (EAH) programs and provide recommendations for Scott County staff and leadership in implementation of an EAH program. Scott County project lead Julie Siegert collaborated with Olivia Boerschinger, a student in Neal Young’s course PA 5512, to analyze successful implementation mechanisms of EAH and outline case studies to develop best practices that are applicable to Scott County. The goal of this project was to analyze various Employer-Assisted Housing (EAH) programs and provide recommendations to Scott County for targeting business sectors that could benefit from an EAH program in the county. Scott County project lead Julie Siegert collaborated with students in Dr. Edward Goetz’ course, PA 5261, to assess the current industries in the county that, based on programs adopted elsewhere, could be the most strategic partners in an EAH program in Scott County. The report also makes recommendations to county staff and leadership for structuring and implementing a potential EAH program. A final student report from the project is available.Item Surviving the Retail Apocalypse: Charting the Future of Retail in Ramsey(Resilient Communities Project (RCP), University of Minnesota, 2017) Boerschinger, Olivia; Pansch, Joshua; Lupini, MathewThis project was completed as part of the 2017-2018 Resilient Communities Project (rcp.umn.edu) partnership with the City of Ramsey. The City of Ramsey has long had a goal to create destinations in the community for residents to shop, eat, and enjoy entertainment. Market forces make achieving this goal challenging, and current efforts have fallen short of meeting community expectations. To help the City identify economic development and marketing strategies to attract more retail and restaurant development, students in Dr. Fernando Burga’s Land Use Planning analyzed retail trends nationally, mapped retail development in surrounding communities within a short driving distance from Ramsey, analyzed Ramsey's demographics to identify a target retail market, proposed a branding strategy to create a unique retail "identity," analyzed the challenges and opportunities presented by currently zoned commercial properties in the city, and recommended policy and other changes to facilitate future development of retail.
