White knuckled negotiations over the debt limit and the budget to keep government operating have inflamed editorial pages with dire warnings about the state of American domestic politics. But the reality is that spending has been cut dramatically, the annual budget deficit has fallen substantially, and tax revenues remain below the norm since World War II. Divided government is not for the feint of heart and plenty remains unaddressed; but its results are significant and too often ignored.
