Abstract
Description
Nests of poverty in inner cities present a great threat to the well-being of the Twin Cities and most other medium-sized cities in the United States. Byrum, director of planning for the city of Minneapolis, has researched central city planning strategies and presents here his views on what it will take to fundamentally change the situation.
