The implementation of health reform and MNsure has expanded coverage to about 95 percent of Minnesotans. These changes have also disrupted the insurance market for individuals, leading to large financial losses for Minnesota's non-profit insurers, premiums increases that were greater than 50 percent, and the narrowing of health plan options for consumers. What is the source of these problems and what can be done? A distinguished panel of insurance experts and leading legislators will address these questions.
