Strategies for Metro Area Sales and Use Tax for Housing: Policy Analysis

Abstract
This project was completed as part of a partnership between the City of Chaska and the University of Minnesota’s Resilient Communities Project (https://rcp.umn.edu/). The goal of this project was to determine best strategic uses for new Metro Area Sales and Use Tax for Housing funding to support affordable housing opportunities for residents. City of Chaska project leads Elise Durban, Julie Grove, and Nate Kabat collaborated with a team of students in Dr. Ryan Allen’s course PA 5621: Housing Policy to analyze the existing housing market and opportunities, and propose policy recommendations for how the City might invest funds to support affordable housing development and preservation. A final student report and brainstorming board from the project are available.
