How Will Medical Care Change After Health Reform? Patient Care and Payment Reform Minnesota has long been a national leader in delivering high quality care while restraining costs. Before the enactment of federal reform, Minnesota was experiencing a new era of collaboration among doctors, hospitals, insurers, and employers. The ACA creates new opportunities to leverage Minnesota's success by encouraging multi-payer collaborations and by expanding such collaborative efforts as Minnesota Community Measurement.
