This sustainability framework for the Mississippi National River Recreation Area (MNRRA) was undertaken as a requirement for graduation from the Hubert H. Humphrey School of Public Affairs. The goal of this semester–long project was to create a final product that allows MNRRA to incorporate sustainability into its short and long-term planning efforts. The Mississippi National River and Recreation Area (MNRRA) was established in 1988 in the heart of the Twin Cities (Minneapolis and St. Paul, Minnesota) metropolitan area. The Park encompasses a 72 miles stretch of the Mississippi River. The Sustainability Framework is organized into two sections based on the initial goals of creating a product that allows MNRRA to incorporate sustainability practices into its operations and updating the Park’s Comprehensive Management Plan (CMP) to include a greater focus on sustainability. The first section creates a definition of sustainability for MNRRA and a Sustainability Guide. The Sustainability Guide examines the intersection of sustainability and MNRRA’s seven founding resources (cultural, historic, economic, recreational, scenic, natural, and scientific). This section also contains a Sustainability Checklist, which provides MNRRA staff with a systematic approach for discussing and incorporating sustainability into the decision-making process. The second section is MNRRA’s updated CMP. The updated CMP section contains a thorough review of MNRRA’s outdated CMP and provides suggestions for incorporating sustainable practices into future comprehensive plans.
