COMMODITY SURPLUSES, DECLINING PRICES, AND Low
INCOMES have dominated the agricultural scene in the last decade.
This situation has led to many policy proposals and recommendations.
A leading proposal is "demand expansion"-that is,
increasing food consumption in the United States. The potentials
of this approach are examined in this bulletin.
