Abstract

Jim Hoecker was a Member of the Federal Energy Regulatory Commission (FERC) beginning in 1993, and then served as the FERCs Chairman from 1997 until leaving the agency in 2001. As Chairman, Mr. Hoecker instituted regional transmission organizations under Order No. 2000 to plan and administer the bulk electric power system. He instituted new market oversight functions and real-time market reports at FERC, and streamlined regulatory processes across the agency.
