From cover memo accompanying proposal addressed to Presidents of Student Organizations: "Last quarter a sub-committee of the Senate Committee on Student Affairs {SCSA) was established to "recommend to SCSA what powers, if any, should be transferred from SCSA to the Minnesota Student Association {MSA) and what procedures are necessary for this transfer. 11 The sub-committee requested suggestions from other organizations but failed to receive any responses. Thus, the sub-committee members drew up the enclosed proposal which can serve as a focal point for future discussions. We wish to make it clear that the topic is not closed. Whether or not power should indeed be transferred has not been determined. If power should be transferred, the enclosed proposal is not necessarily advocated as the best plan for such a transfer."
