Abstract

This report summarizes the 2009 CEO Leadership Forum for state departments of transportation (DOTs), held April 19-21, 2009, on the University of Minnesota campus in Minneapolis. Transportation leaders from across the nation explored the use of performance-based measurement as a way to achieve greater transparency and make efficient use of limited resources.
