Description

The Neighborhood Development Alliance (NeDA) had concerns about whether equity stripping was taking place in their targeted investment program area of St. Paul. Of particular interest was whether the owners of single-family homes and duplexes were converting the increased equity of rental properties to cash, without making necessary repairs to maintain the quality of their investment. To understand what was happening in this neighborhood, a graduate student research assistant examined evidence of investment and disinvestment in several census blocks within NeDA's target area on St. Paul's West Side. These were then compared to census blocks of a similar demographic and structural makeup outside of NeDA's target area. The report concludes that the health of the neighborhood (as measured by the number of complaints and income measures) is not yet comparable to the nearby region.
