Description
As part of its 2030 Comprehensive Plan, Carver County adopted a conservation incentive zoning option. The purpose of the conservation incentive was to encourage landowners to protect, preserve, enhance, or restore natural resources on their property in exchange for additional building eligibility. A graduate student in landscape architecture and urban planning assisted the county by reviewing and summarizing existing conservation development ordinances, natural resource conservation programs, conservation design standards, and natural resource evaluation systems in other developing metropolitan counties. The information gathered from the project, which is summarized in this report, was used to inform an update to Carver County’s zoning ordinance in 2010 that included a conservation incentive zoning option.
