    A Changing Climate on Minnesota’s North Shore: Identifying Values, Concerns, & Actions for the Protection & Restoration of Water

    Community resilience along Minnesota’s North Shore depends upon freshwater ecosystems and the services they provide. Climate change threatens many ecosystem benefits and there is uncertainty regarding how water resources will be affected by a changing climate. By conducting a community design charrette on the North Shore, we identified values, concerns, and actions for water resources through three activities: a pre-survey, Q sort, and collage exercise. The collage exercise brought in human-inspired ideas such as fragility and the North Shore as an identify, a home, and place of work. Based on the results of the Q sort, the study group resonated with the biospheric typology the most, followed by altruistic. The Q sort also generated three narratives that assist in understanding opinion clusters: protection realist, cultural preservationist, and provisioning utilitarian. Consensus statements from the Q sort included natural systems and processes to be sustained and habitat for native fish and wildlife to survive. Out of four water program funding areas, safe drinking water and healthy fish and wildlife populations were identified as top priorities. These findings provide insight into the perspectives of North Shore stakeholders and can be used to inform action and investments in water resources and build productive, collaborative relationships.

    Documenting and Understanding the Link between Climate Change and Sexual and Reproductive Health Rights Using a Case Study in Buikwe District, Uganda

    The University of Minnesota Humphrey School of Public Affairs, in partnership with Regenerate Africa, collaborated on a study with two main objectives: 1. Conduct an assessment of Uganda´s capacity for integration of Sexual and Reproductive Health and Rights in the National Adaptation Plan processes 2. Document and understand the linkage and interconnectedness of Sexual and Reproductive Health and Rights/Family Planning and climate change. Researchers conducted 12 Key Informant Interviews and eight Focus Group Discussions with various expert stakeholders. The Focus Group Discussions were conducted within two communities of Ssi-Bukunja Sub-County, Buikwe District and shaped the case study model. The case study findings were then extrapolated to the larger Ugandan context by speaking to key informants in the Buikwe District and beyond. This report aims to provide Regenerate Africa and other key stakeholders with evidence on the link between climate change and Sexual and Reproductive Health and Rights/Family Planning in Uganda, and to apply this link to policy recommendations. The policy recommendations in this report are intended to be used in the comprehensive National Adaptation Plan for Uganda, which currently lacks a focus on Sexual and Reproductive Health and Rights/Family Planning. In addition, some recommendations are specific to local government, healthcare, and Civil Society Organizations. The Regenerate Africa team will disseminate this study’s findings and the findings of their larger study to policymakers and leaders of the other organizations mentioned. This report is intended to inspire more research with the inclusion of other communities throughout Uganda who have valuable insights on this topic. This project also marks the first capstone collaboration between the University of Minnesota Humphrey School of Public Affairs and Regenerate Africa, and encourages the continuation of this relationship.

    Exploring Policy Recommendations for Promoting Climate Resilient Watersheds

    This report was prepared for the Board of Water and Soil Resources (BWSR) by students from the Humphrey School of Public Affairs. The goal of this report is to convey the results of our investigation of the extent to which currently published Comprehensive Watershed Management Plans (CWMPs) are addressing and/or incorporating climate resilience strategies, to support BWSR’s ultimate goal of creating more resilient watersheds throughout Minnesota, and to provide recommendations for encouraging increased adoption of climate resilience strategies. These recommendations are: (1) Do Not Require Climate Resilience; (2) Shift from Prioritization Framework to Risk Framework; (3) Improve Consultant Relationships ; (4) Leverage Regional BWSR Staff Involved in 1W1P; (5) Conduct a Climate and Equity Audit; (6) Increase Funding; (7) Provide Technical Resources; (8) Promote Climate Resilience Outside of BWSR; (9) Improve Public Engagement. We arrived at these recommendations after conducting an analysis of the 27 available CWMPs; a survey of 225 planning partners; and interviews with four consultants, one climate scientist, and BWSR staff.

    Iterative, Inclusive Engagement in Pursuit of Climate Resilience in Ramsey County

    This project was completed as part of a partnership between Saint Paul–Ramsey County Public Health and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Climate change continues to impact the health, well-being, and resilience of Ramsey County residents, with greater severity in racially/ethnically diverse and socioeconomically disadvantaged communities. A newly published County strategic priority states that Ramsey County is committed to leading in the mitigation of and adaptation to climate change, elevating environmental justice, and fighting against the disparate impacts of climate change in Black, American Indian, and other underrepresented communities across the county. Ramsey County project lead Abi Phillips worked with five teams of students in Dr. Fernando Burga's PA 5145: Civic Engagement in Public Affairs course in spring of 2023 to identify target communities for engagement, potential engagement strategies, and evaluation metrics, and offer recommendations and next step for Ramsey County public engagement around issues related to climate change and resilience.     Meet the Moment: Activating Internal Capacity-Building Opportunities to Respond to Climate Change in Ramsey County

    This project was completed as part of a partnership between Ramsey County and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Ramsey County's 2040 Comprehensive Plan clearly articulates that all County work shall be examined through the lenses of "health in all policies, resilience and racial equity." The purpose of this project was to identify strategies and resources that empower county employees to reframe or refine their approach to work in order to better promote health, resilience, and racial equity in County efforts to prepare for and address climate change impacts. Ramsey County project lead Abi Phillips collaborated with a team of graduate students enrolled in Professor Peter Brown's PA 8081: Planning and Public Policy Capstone. Students researched case studies of comparable government models in other counties, conducted a gap analysis in collaboration with staff from Public Health and Parks and Recreation, and provided recommendations and next steps.
