    Assessing the Viability of a Business Improvement District in North St Paul

    This project was completed as part of the 2013-2014 Resilient Communities Project (rcp.umn.edu) partnership with the City of North St. Paul. As part of a Redevelopment Master Plan for the City, North St. Paul identified strategies for revitalization of the downtown. Project lead Paul Ammerman collaborated with students in PA 8081: Economic Development Capstone Workshop, to investigate the potential for a downtown business improvement district for the city. The students concluded that a business improvement district would not be an appropriate measure for North St. Paul. Instead, they recommended building relationships with the business community, marketing the city, and investing in downtown infrastructure. The students' final report and presentation are available.
