Item Coping with interrelatedness and fragmentation at the infrastructure/ land-use interface: The potential merits of a design approach(Journal of Transport and Land Use, 2017) Heeres, Niels; van Dijk, Terry; Arts, Jos; Tillema, TaedeRoad infrastructure projects are increasingly placed in their wider land-use context because of the functional relationships they have with surrounding areas. These more inclusive area-oriented planning processes typically involve a complex of interdependent but institutionally fragmented actors. Effective operationalization of collaborative strategies therefore remains difficult. Various policies introduce spatial design efforts to the infrastructure planning processes as a strategy to deal with these issues. This paper explores experiences in the Netherlands that have placed spatial design in vital positions in the process. An exploration of literature from the fields of spatial design, planning, and geography teaches us that design approaches, in such cases, may be applied to serve as a communicative modus that fosters dialogue, creativity, and eventually an inclusive and shared story about an area’s future. We interviewed designers experienced in serving that role and asked them whether and how such objectives are achieved. Consecutively, in order to come to practical lessons for exploitation of the merits indicated by the interviewees, we studied two projects that the interviewees considered best practices. We conclude that a combination of technical and relational design can effectively help a fragmented group of actors to find a shared and meaningful story and make integral choices on infrastructure projects, framed within a wider area’s development. Ensuring effective iterations between technical and relational design requires institutionalization of the coordinative capacities of design, as well as the right mindset among participants. This way, the employment of such design approaches facilitates effective operationalization of collaborative governance at the infrastructure/land-use interface.Item Development of rail infrastructure and its impact on urbanization in the Randstad, the Netherlands(Journal of Transport and Land Use, 2016) Kasraian, Dena; Maat, Kees; van Wee, BertLong-term, large-scale empirical studies on the simultaneous development of transport infrastructure and the built environment are scarce. This paper provides a long-term study of the development of the railway network and its impact on the built-up area—and vice versa—using the case study of the Randstad in the Netherlands between 1850 and 2010. The analysis is both qualitative and quantitative. We describe the shares of the built-up area in concentric buffers of 1-kilometer intervals from railway stations and estimate binomial logit models to predict the likelihood of new stations being built based on the amount of the preceding and subsequent built-up area and the likelihood that a new station might have encouraged further growth. Results show that during the early days stations followed existing urbanization patterns. But as time went by, new stations were more likely to be located in undeveloped areas and less likely to be located within the established built-up areas, which were already serviced by existing stations. Moreover, they prompted further growth, increasing the likelihood of more urbanization in their vicinity.Item Finding the right tools for the job: Instrument mixes for land use and transport integration in the Netherlands(Journal of Transport and Land Use, 2021) van Geet, Marijn T.; Lenferink, Sander; Busscher, Tim; Arts, JosGovernments have widely established policy goals, which span the domains of land use and transport. Despite these integrated ambitions, government action often remains fragmented. This study adopts an instrumental perspective to encourage land-use and transport integration (LUTI). So far, the existing literature on this subject has adopted a single-instrument perspective and has been primarily focused on technical, rather than governance-oriented, instruments. Using a comprehensive analytical framework derived from combining policy integration and policy instrument theory, this in-depth multiple case study of the Dutch provinces of Friesland, Overijssel and North Brabant investigates how governments use a mix of policy instruments throughout the policy process to achieve LUTI in collaboration with municipalities. These instruments are compared based on how they structure interaction — i.e., the transfer of resources — across horizontal and vertical boundaries. The study finds that there is not one right tool to achieve LUTI. Instead, it is about finding the right mix of instruments, which, in line with LUTI goals, helps overcome government fragmentation by structuring interaction patterns across horizontal and vertical boundaries. Interestingly, each province adopts a unique mix of instruments that reflects a specific approach, typical to the case.Item Integral Cost-Benefit Analysis of Maglev Rail Projects Under Market Imperfections(Journal of Transport and Land Use, 2008) Elhorst, J. Paul; Oosterhaven, JanThis article evaluates a new mode of high speed ground transportation, the magnetic levitation rail system (Maglev). The outcomes of this evaluation provide policy information on the interregional redistribution of employment and population and the national welfare improvement of two Dutch urban-conglomeration and two Dutch core-periphery projects. This article also compares the results of an integral cost- benefit analysis with those of a conventional cost-benefit analysis and concludes that the additional economic benefits due to market imperfections vary from –1% to +38% of the direct transport benefits, depending on the type of regions connected and the general condition of the economy. Finally, the article concludes that none of the Maglev projects should be considered socially desirable.Item Intercultural development in the short-term study abroad context: a comparative case study analysis of global seminars in Asia (Thailand and Laos) and in Europe (Netherlands)(2011-04) Nam, Kyoung-AhWith the rapidly increasing emphasis on the internationalization of higher education, study abroad is emerging as one of the major ways to enhance students’ intercultural competence. While national study abroad enrollment trends have shown significantly increasing numbers of students in shorter-term programs, the impact of short-term programs is largely unexplored. The objective of this comparative case study is to assess the major program components that participants found the most valuable, and investigate the impact of their short-term study abroad experiences in two different locations (Thailand/Laos and the Netherlands). A mixed methods approach is utilized, including quantitative measures from pre- and post-survey questionnaires, pre- and post-sojourn assessments using the Intercultural Development Inventory (IDI), and qualitative data obtained from in-depth interviews. The theoretical frameworks used include social contact theory (Allport, 1954; Pettigrew & Tropp, 2006), transformational learning theory (Mezirow, 1991), the Developmental Model of Intercultural Sensitivity (Bennett, 1993), intercultural communication theories (Hall, 1956, 1976; Hofstede & Hofstede, 2005; Hofstede, Hofstede, & Minkov, 2010), and cultural intensity factors (Paige, 1993). Findings suggest that a three-week short-term study abroad program can have a positive impact on participants’ intercultural sensitivity as well as professional and personal development, including career goals, educational aspirations, self-awareness, worldview and perspective change, global engagement, critical thinking skills, and motivation related to international affairs. Other benefits are that students who otherwise may not have had the time, financial resources, or inclination to participate in study abroad programs are able to gain a “foot in the door” in terms of international/intercultural experience. Variety in curricula including extensive field trips, the roles of on-site mentors, and the opportunity to interact with locals were major components that participants found valuable. A total of 56% of participants showed enhanced intercultural sensitivity (as measured by the IDI) after completing the program. The statistical results, combined with interview data, suggest that factors such as individual readiness, the nature of activities in the host country, and the degree of difference between home and host country cultures all have an impact on intercultural development. These findings have important implications for the design of short-term programs, and inform study abroad theories, policy, and practice. Overall findings show that what counts the most is how the program is designed and facilitated rather than how long the program is. Students learn effectively only if the program is structured appropriately before, during, and after their experiences abroad. Since transformative learning does not occur without appropriate intervention and facilitation, it is essential to focus on the quality of the experience. Particularly important are the developments of constructive field trips, the emphasis of in-depth debriefing and critical reflection, and the need for appropriate training for program leaders. The results of this study provide empirical support for the benefits of short-term study abroad. Short-term study abroad can make a difference; when it is appropriately designed, effectively implemented, learner centered, and responsibly assessed. With the dramatic increase of short-term programs nationwide, it is imperative to enhance program quality through creative, innovative, and systematic curricular designs that foster transformative and intercultural learning.Item Measuring transit-oriented development (TOD) network complementarity based on TOD node typology(2018) Huang, Runjie; Grigolon, Anna; Madureira, Mafalda; Brussel, MarkRecent research on the assessment of transit-oriented development (TOD) has focused on individual transit nodes. However, we argue that having such a TOD level value is not sufficient to understand the role each transit node plays within a TOD network. In other words, a transit node may have a low performance when evaluating its individual TOD level, but it may serve an important role within the TOD network, for example, as a feeder node. In this paper, a TOD typology was developed based on built-form indicators to identify the roles different types of nodes play within the transit network and to discuss complementarity effects between TOD nodes within the TOD network. The study area is the Arnhem-Nijmegen city region in the Netherlands, which has a TOD network of 22 train stations. Results identified three types of roles: suburban residential, characterized by low population and job densities; urban residential, marked by low destination accessibility and low diversity of land-uses; and urban mixed core, which featured higher densities of jobs, population, and diversity of land uses. Based on the TOD typology, a correspondence analysis was conducted to measure the potential complementarity effect of the TOD network system, i.e., the extent to which nodes in different typologies can complement each other to strengthen the characteristics of the TOD as a network. The results illustrated that differentiation among the TOD nodes in terms of residential housing prices and building uses contributed to a more diversified offer in terms of activities and functions of the TOD region and indicates complementarity between stations. Thus, TOD should be assessed and planned in a network system perspective, with the understanding that the nodes are pieces that contribute to the performance of the network.Item Modelling route choice of Dutch cyclists using smartphone data(Journal of Transport and Land Use, 2018) Bernardi, Silvia; La Paix Puello, Lissy; Geurs, KarstThis paper analyzes the GPS traces recorded by cyclists in the framework of the Mobile Mobility Panel throughout the Netherlands. The objective of this paper is to analyze bicycle route choice via network attributes and trip length over a sequence of trips by approximately 280 bicycle users, who were asked to register their trips by means of a specific smartphone application. Approximately 3,500 bike trips were recorded throughout the Netherlands over a four-week period in 2014. The bike trips have been matched to a specific bicycle network built and updated by a Dutch cyclists’ union. Route choice models were estimated, using both the binomial logit model and the mixed multinomial logit model with Path-size logit model formulation. The chosen alternatives were part of the choice set for the mixed multinomial logit model. Also, the shortest route was generated for each origin-destination pair. The results show that trip lengths and trip distribution over time reveal a population sample much used to cycling, frequently and over long distances. Furthermore, when considering the composition of chosen routes in terms of link type, the usage of cycleway links is frequent. For repeated trips, the shortest route option tends to be chosen more; frequent cyclists, on systematic trips, tend to optimize their trip and prefer the shortest routes. This is even truer for males and for non-leisure trips. The estimated probabilities for both multinomial and binomial models show that the binomial model tends to overestimate the probabilities of choosing the shortest route. This result is stronger in non-leisure trips, where people tend to choose a more personalized route, instead of the shortest. This research contributes to the generation of a more efficient distribution of bicycle trips over the network. Future research can more specifically address the intrapersonal variation in route—destination choice given the availability of longitudinal data.Item Netherlands - Sustainable horticulture crop production(2010-02-02) Nass, TomItem Perceptions of public transport travel time and their effect on choice-sets among car drivers(Journal of Transport and Land Use, 2010) van Exel, Nicolaas Jacob Arnold; Rietveld, PietCar drivers’ perceptions of the quality of alternative travel modes have been identified as a barrier for including these alternatives in their choice sets. The present study investigated the accuracy of car drivers’ perceptions of public transport (PT) travel time and the potential effect of these perceptions on choice sets. A sample of car drivers was intercepted on the main corridors to Amsterdam, the Netherlands, using video recognition of license plates, and was sent a questionnaire asking (among other questions) whether they could have made the specific trip by PT and their estimate of the door-to-door travel time by PT. Objective travel times were obtained from route-planning software. 21,335 questionnaires (31%) were returned. About 10 percent did not report PT travel time for their car trip, largely car drivers who did not perceive PT as an alternative. The mean ratio of perceived travel time by PT to reported travel time by car was 1 : 2.3. About half the difference was due to distorted perceptions, and the ratio reported depended strongly on their PT use. Analysis of associations between choice set and characteristics of traveler and trip showed that if perceived PT travel times were more accurate a substantial number of car drivers would include PT in their choice set. Actual changes in behavior might be much smaller.Item We were all in the resistance": Historical Memory of the Holocaust and Second World War in the Netherlands"(2020-07) Contreras, Jazmine“‘We Were All in the Resistance’” examines contested cultural memories of the Second World War and the Holocaust through an analysis of the monuments, museums, educational programs, and commemoration ceremonies that shape memorial culture in the Netherlands. Focusing on moments of tension and debate, my dissertation explores how victim-centered organizations, state institutions, and the local and national government interact with one another and the public on the development of new memorial spaces. Employing the concepts of collective and cultural memory, I examine the impact of sites and spaces of memory on both Jewish and non-Jewish understandings of the occupation period and Dutch identity. Through an analysis of the discourse surrounding these public spaces, my dissertation highlights the importance of representations of the past in supporting or condemning national narratives of Dutch resistance and victimhood during the Second World War. The first three chapters delve into debates and controversies over sites of memory within the Netherlands. The first chapter explores the dynamics surrounding different forms of monuments and their impact on interpretations of Jewish persecution and Dutch complicity. The second chapter looks at Jewish responses to an exhibit at the former transit Camp Westerbork on the internment of Dutch collaborators and National Socialist members (NSB) in 1945. The next chapter, “Memory in Crisis”, traces the narratives emerging out of public discussions on the character of the yearly May 4th Dodenherdenking (National Remembrance Day). Lastly, I examine the various public educational programs and initiatives that specifically center Jewish experiences and their role in educating the public about Jewish lives prior to and during the Holocaust. This chapter showcases the multiple layers of memory that exist in the contemporary landscape of the Netherlands and how these spaces encourage acknowledgment of the complexity of Dutch memory politics. Each chapter utilizes interviews and oral histories with members of the Jewish community, children of resistance members and former NSB members, museum staff, and educational program directors in order to pinpoint how public spaces have enabled the transmission of specific wartime histories and how these groups shape, push back against, or embrace national narrative of the occupation. While “‘We Were All in the Resistance’” analyzes the tensions inherent to Dutch memorial culture, the project is ultimately a commentary on the complex nature of European Holocaust memory. Despite the large numbers of Jews deported from the Netherlands during the Holocaust, the Dutch are rarely recognized as having collaborated with the Third Reich. This dissertation not only complicates the resistance narrative central to all Western European nations but forces a closer look at the ways in which Western European countries used a narrative of collective victimization in order to rationalize the development of European Union. By highlighting how Holocaust commemoration has become integral to EU values, my dissertation illustrates the strategic selectivity of Holocaust memory within European societies.Item Willingness to change car use under a tradable driving credits scheme: A comparison between Beijing and the Netherlands(Journal of Transport and Land Use, 2018) Dogterom, Nico; Bao, Yue; Xu, Meng; Ettema, DickRecent years have seen a surge of interest in the concept of tradable driving credits (TDC) as an alternative to road pricing and driving restriction measures. However, empirical research into drivers’ responses to a TDC measure is limited and even lacking for the Chinese context where the concept of TDC has attracted considerable attention. This paper reports the results of a survey that was the first to investigate drivers’ willingness to change car use under a hypothetical distance-based TDC measure in China (Beijing) and aimed to compare these results with the results of a comparative Dutch survey. We observed that willingness to change was considerably higher in Beijing than in the Netherlands and that a substantial share of Beijing car owners indicated an increase in car use. In both contexts, higher education and higher car use intensity had a positive effect on the willingness to change, whereas higher income had a negative effect. We found mixed results for household size, respondents’ car attitudes, and TDC scenario characteristics.
