Item Complete Streets from Policy to Project: The Planning and Implementation of Complete Streets at Multiple Scales(Minnesota Department of Transportation, 2013-12) Schively Slotterback, Carissa; Zerger, CindyComplete streets is emerging as an influential movement in transportation planning, design, and engineering. This guidebook, with accompanying case studies, explores the variety of ways in which complete streets is conceptualized and institutionalized by various jurisdictions. It offers practical and applicable insights for jurisdictions in Minnesota and elsewhere. The research focused on best practices in 11 locations across the nation: Albert Lea, Minnesota; Arlington County, Virginia; Boulder, Colorado; Charlotte, North Carolina; Columbus, Ohio; Dubuque, Iowa; Fargo-Moorhead, North Dakota/Minnesota; Hennepin County, Minnesota; Madison, Wisconsin; New Haven, Connecticut; and Rochester, Minnesota. The guidebook is informed by an analysis of multiple data sources from each jurisdiction. The authors conducted a review of key documents (e.g., plans, policies, design guidelines), site visits, photo documentation, and in-depth interviews with more than 100 key informants. Six best practice areas emerged through the analysis: (1) framing and positioning, (2) institutionalizing complete streets, (3) analysis and evaluation, (4) project delivery and construction, (5) promotion and education, and (6) funding. The six best practice areas are described in detail and illustrated by examples from the case locations. The guidebook concludes with an appendix of complete streets case reports that offer additional details about each of the 11 case jurisdictions.Item The impact of a new light rail system on single-family property values in Charlotte, North Carolina(Journal of Transport and Land Use, 2012) Yan, Sisi; Delmelle, Eric; Duncan, MichaelThis paper examines the impact of a new light rail system on single-family housing values in Charlotte, North Carolina, from 1997 to 2008. We use a Hedonic Price Analysis (HPA) to estimate how proximity to light rail, housing characteristics, and spatial components (at a block group level) affect single-family housing values. The same method is applied to each of the four time periods (t1, t2, t3, t4) that coincide with the pre-planning, planning, construction, and operation phase of the light rail system. We observe a trend that suggests a greater desirability to live closer to a light rail station as the transit system becomes operational.Item A portrait of accessibility change for four US metropolitan areas(Journal of Transport and Land Use, 2017) Merlin, Louis A.Accessibility is a key objective of regional planning, one requiring the coordination of transportation and land use. Several metropolitan planning organizations in the United States and Europe have started to incorporate accessibility metrics into their evaluation of future regional scenarios. This paper describes changes in accessibility to employment by auto and transit for four contrasting metropolitan areas between 2000 and 2010. The effect of changing residential locations, changing employment locations, and changing travel speeds on accessibility change is decomposed and analyzed. Residential locations are generally shifting toward low-accessibility locations, degrading regional accessibility. Shifting employment locations have differential effects across metros, improving the accessibility of central locations in some metros while improving the accessibility of peripheral locations in others. Travel speeds also show strongly contrasting patterns across metros, with speed-related accessibility benefits concentrated in high-density locations for some metros (Chicago), while low-density locations are the primary beneficiary in other metros (Charlotte and St. Louis).
