Item Capital Gains: Rethinking Developmental Fees in Ramsey, MN(Resilient Communities Project (RCP), University of Minnesota, 2017) Austin, Todd; Powers, Denetrick; Imihy, PeggysueThis project was completed as part of the 2017-2018 Resilient Communities Project (rcp.umn.edu) partnership with the City of Ramsey. Approximately every five years, the City updates its capital improvement plans and sources of funding, including development fees charged to builders for new developments. To remain competitive with peer communities, the City wanted to assess its current development fee schedule relative to fees charged in other communities. Students in Dr. Fernando Burga’s Land Use Planning class researched state regulations regarding development fees; calculated fees for several hypothetical developments in Ramsey and compared the costs to fees charged for similar developments in other communities; interviewed developers to assess how important development fees are as a factor in determining whether or not to develop in a particular community; and recommended changes to Ramsey's development fee structure, as well as other funding mechanisms the City could consider for paying for infrastructure improvements. The students’ final report is available.Item Furthering Reimagine Using Equity and Current Implementation Plans in Minnesota to Improve the Roadmap(2018-05-01) Abe, Sarah; Berg, Matthew; Powers, DenetrickEducational equity and gaps in achievement between students of color and white students continue to be a problem for Minnesota school districts. Following the 2015 case of Cruz- Guzman v. State of Minnesota, the Association of Metropolitan School Districts convened to develop a strategy to address issues of integration, access, opportunity, and educational achievement. The result, Reimagine Minnesota, outlines categories and strategies in congruence with the Minnesota Department of Education’s Achievement and Integration program and World’s Best Workforce bill, passed in 2013. This analysis uses a Critical Race Theory lens to explore the historical impact of segregation on education, compares the strategies of Reimagine Minnesota to the Achievement and Integration plans of four Twin Cities metropolitan area school districts, identifies recommendations to move Reimagine forward based on an historical context and the analysis of the state’s Achievement and Integration plans, and challenges stakeholder framings of equity and strategies of intervention for students of color. Results suggest that broad and ambiguous strategies to address issues of education equity continue to perpetuate a recurring cycle of students of color being left behind.Item A Gathering Within: An Attraction Beyond - The COR Development Engagement Plan(Resilient Communities Project (RCP), University of Minnesota, 2017) Cho, Joanne; Singer-Berk, Lila; Howard, Kurt; Powers, Denetrick; Steinhoff, Forrest; Mohamed, KowsarThis project was completed as part of the 2017-2018 Resilient Communities Project (rcp.umn.edu) partnership with the City of Ramsey. The COR, the city’s mixed-use, transit-oriented development along the Northstar Commuter Rail Corridor, was intended as a vibrant destination in the community, with a variety of uses of varying intensities within walking distance of each other. With less than half of The COR currently developed, Ramsey staff will soon be updating The COR development plan, and wanted assistance identifying appropriate strategies for including the public in the plan update processS. tudents in Dr. Dan Milz’s Planning and Participation Processes class reviewed the literature on public engagement around a planned development, researched case studies of engagement efforts around similar developments in other communities, and recommended key strategies for Ramsey to consider for engaging residents around development of The COR. The students’ final report and poster are available.Item North Hennepin Community College Housing and Supportive Services(Resilient Communities Project (RCP), University of Minnesota, 2017) Mcintyre, Adrienne; Porter, Abigail; Powers, Denetrick; Rodrigues, KathrynThis project was completed as part of the 2016-2017 Resilient Communities Project (rcp.umn.edu) partnership with the City of Brooklyn Park. North Hennepin Community College was interested in developing a portion of their land to support privately owned affordable housing, particularly for students of the college. Students in Dr. Edward Goetz’s Housing Policy class reviewed the laws in place that regulate the development of housing complexes for students and performed an analysis of similar housing situations. The students’ final report and presentation are available.Item Workforce Development Strategies for Brooklyn Park, MN: Group 1 Report(Resilient Communities Project (RCP), University of Minnesota, 2016) Hayford Oleary, Sean; Powers, Denetrick; Riffe, AngelaThis project was completed as part of the 2016-2017 Resilient Communities Project (rcp.umn.edu) partnership with the City of Brooklyn Park. Unemployment rates in Brooklyn Park are higher than those for the state of Minnesota. Although suburban cities generally do not focus on workforce development, instead relying on county or state agencies to fill this role, Brooklyn Park is interested in supporting local workforce development efforts. The goal of this project was to determine effective workforce development strategies that address cultural competency in the workplace, prepare new immigrants and other underrepresented groups for employment, and examine transit-oriented development workforce development strategies in other suburban communities. Brooklyn Park project lead Erik Hansen worked with students in PA 5512: Economic and Workforce Development, to create a set of recommendations around local workforce development strategies.
