Item Transit-Oriented Development in Minnetonka(Resilient Communities Project (RCP), University of Minnesota, 2013) Creed, Jon; Giant, Joe; Thorpe, David; White, DavidThis project was completed as part of the 2012-2013 Resilient Communities Project (rcp.umn.edu) partnership with the City of Minnetonka. The Southwest Light-Rail Transit extension is planned to run through Minnetonka. With station-area planning already starting for the new stations, the City of Minnetonka wanted additional tools, strategies, and case studies from transit-oriented development (TOD) in suburban communities around the country. Minnetonka project lead and city planner Loren Gordon worked with students in PA 8081: Land Use and Transportation Planning Capstone, to create a development toolkit and recommendations for TOD around the three stations planned for Minnetonka. Based on a series of detailed case studies, the students recommended that Minnetonka establish a clear vision for the city’s station areas, use an appropriate zoning framework to achieve the vision, and identify and develop key public-private partnership opportunities. Humphrey School of Public Affairs, 2013-05-14) Creed, Jon; Giant, Joe; Thorpe, David; White, DavidThe University of Minnesota – Humphrey School of Public Affairs graduate research team, through the 2012-2013 Resilient Communities Project and the City of Minnetonka, compiled this TOD recommendations report and toolkit.1 Using the Minnetonka 2030 Comprehensive Guide Plan and variety of reports derived from Hennepin County’s Transitional Station Area Action Plans (TSAAP) process as a foundation for land use goals and future recommendations for the City, this report seeks to provide the City of Minnetonka with policy recommendations that can ensure the potential economic, environmental, and transit benefits associated with the development of the Shady Oak and Opus Light Rail Transit (LRT) station areas. This process was accomplished by examining best practices in transit-oriented development (TOD) using national examples, then synthesizing the key themes and lessons into a “toolkit” of policy recommendations applicable to the City of Minnetonka. The research and recommendations have been divided into three parts.
