Throughout the past twenty years in which Lex-Ham has owned the seven houses, many challenges have arisen, and the council has had to reconsider the ultimate goals of the council itself, as well as the goals of the housing program specifically. Operating a community-owned housing program takes a considerable amount of time, money, and other limited resources.
