Leading experts and players in the coming recount came together to discuss the next steps and target the main issues. Panelists included Kevin Corbid, director of Property Record and Taxpayer Services, Washington County; Frederic W. "Fritz" Knaak, attorney at Knaak and Kantrud PA; David Lillehaug, attorney at Fredrikson and Byron; Joe Mansky, elections manager with Ramsey County; and Rachel Smith, elections manager for Hennepin County. The event was moderated by Professor Larry Jacobs. KEVIN CORBID Kevin Corbid has served as the director of Property Record and Taxpayer Services in Washington County for the past nine years.His department oversees the tax and assessment processes in the county, the land records and property recording function, operates three license centers, and coordinates the elections function.Previously, he served as a policy analyst and lobbyist for the Association of Minnesota Counties for three years and for the Minnesota Senate on local government issues for four years. FREDERIC W. "FRITZ" KNAAK Frederic W. "Fritz"Knaak is currently the managing partner at Knaak and Kantrud, P.A. and president of North Oaks Title. Mr. Knaak has trial and appellate litigation experience in state and federal courts and over approximately 25 years of private law practice. Mr. Knaak was one of the attorneys representing Norm Coleman’s campaign in the 2008 senate recount. He also served in the Minnesota State Senate from 1983-1993, representing District 53. DAVID LILLEHAUG David Lillehaug is currently an attorney at Fredrikson & Bryon, P.A. His practice focuses primarily on complex litigation, but he assists clients on a variety of sensitive matters at the intersection of law, business, and government. Mr. Lillehaug has represented three United States Senators, most recently serving as lead Minnesota counsel for U.S. Senator Al Franken in an eight-month recount and election contest. Lillehaug deals frequently with the U.S. Attorney’s Office, the Minnesota Attorney General’s Office, Minnesota regulators and administrative agencies, county attorneys, and city attorneys. JOSEPH MANSKY Joseph Mansky has been the Ramsey County elections manager since 2002. Prior to coming to Ramsey County, he was the manager of Governor Jesse Ventura’s redistricting commission. He also was a staff member for the Minnesota secretary of state from 1984 to 1999, serving the last 11 years as state election director. RACHEL SMITH Rachel Smith is currently the elections manager for Hennepin County. Previously, she worked as the program director for the Excellence in Election Administration program at the Center for Study of Politics and Governance with the University of Minnesota.Ms. Smith has over ten years of election administration experience, serving as the Anoka County Election Manager where she oversaw the administration of the U.S. Senate recount for Anoka County; as an election specialist with Ramsey County Elections; and as an intern with Minnesota Secretary of State’s Office.enRecount, Take 2Presentation
