Roger Anderson served as the evaluation coordinator, with considerable assistance from Pat Seppanen. Sandi Horn, Associate Professor of Education at Bethel College (St. Paul, MN), served as senior consultant and did much of the writing of the report. We gratefully acknowledge the assistance of Janelle Warner from Education Minnesota who periodically provided us with a steady flow of material from the PDAs. Also, we thank Marcia Averbook, Garnet Franklin, Sara Gjerdrum, and Pat Reisenger for helping us think through some of the issues raised by the TALL project.The Minnesota Legislature provided assistance in the form of categorical aid for staff development. State law required school districts to set aside two percent of their basic revenue for staff development. During the 2000 session, the Legislature allocated money to the Department of Children, Families, and Learning (CFL) for a number of Best Practice grants. One of these Best Practice grants was earmarked for Education Minnesota.
