The 1991 inventory, the first since a Metropolitan Council study in 1984, clearly showed a marked contrast to the nineteenth century cities in England. Vacant sites in Minneapolis, for example, represent only 2 percent of the total market land value. The study also looks at how the urban land market functions here to recycle unused land and at the roles of the public and private sectors in creating land use change. This report on the study includes a number of photographs and twenty-two maps locating vacant land in both cities according to who owns the land.encentral cityland usemapsMinneapolisSt Paulvacant landVacant Lands in Minneapolis and St. Paul: An Examination of the Urban Land Market in the Central City.Report
