The 1991 inventory, the first since a Metropolitan Council study in 1984, clearly showed a marked contrast to the nineteenth century cities in England. Vacant sites in Minneapolis, for example, represent only 2 percent of the total market land value. The study also looks at how the urban land market functions here to recycle unused land and at the roles of the public and private sectors in creating land use change.
