Controlling health care costs was not a central concern but is now gaining growing national and state attention. National expenditures did decline after the passage of health reform in 2010, but costs are now rising across the country and in Minnesota. Paul Ginsburg is one of the country's most prominent health economists and a go-to source for strategies to control rising health care costs.
