This 1994 study examined ten suburban communities (Burnsville, Coon Rapids, Eden Prairie, Edina, Lakeville, Maple Grove, Minnetonka, Plymouth, Shakopee, and Woodbury). The communities were chosen partly to show what practices are being followed in the suburbs with the greatest job growth. The study found that current practices do limit opportunities for affordable housing in several of these suburbs.
