Development of the site is made more challenging by access issues, environmental protection efforts, and density requirements established by the Metropolitan Council. The City is currently working with a consulting firm to rewrite its planned-unit development ordinance and to articulate a set of public values to guide negotiations with developers who seek to develop under this ordinance.
