Research questions included the impacts of parking lots on adjacent parcel values, comparisons between Elliot Park and similar neighborhoods in terms of parking lot area, uses of tax-exempt land in the neighborhood, and the relationship between building conditions and the age of a structure. Based on their analysis, the authors conclude that the most important issue facing the neighborhood is determining which unique characteristics are undesirable, and which are worthy of being cherished and valued.
