Ramsey County wanted to more fully understand how its policies impact families’ shelter experience and exit from county-funded family shelters. Ramsey County project lead Maria Wetherall worked with a team of students in Dr. Maria Hanratty's PA 8081: Evaluating Homelessness Policy Capstone Workshop to: assess the level of county and shelter staff’s shared understanding regarding the purpose of family shelter in Ramsey County; understand the impact of current policies on the length of time families are in shelter, the experience families have in shelter, the reason the families exit shelter, and where the families exit to; and provide policy recommendations to maximize the scarce resource of family shelter space.
