Carver County staff had initiated continuous improvement and innovation workshops across a variety of departments. The goal of this project was to create an evaluation plan for the innovation workshops. Carver County project lead Lorraine Brady worked with a team of students in PA 5311: Program Evaluation, to develop an evaluation plan, program logic model, and assessment tools for future events. The student proposal sought to answer two questions: (1) does the Innovation Project lead to cultural transformation? and (2) Does this cultural transformation lead to increased value?
