The report stems from interest within the county both to divert organic material from the waste stream and to address soil amendment needs of Stone Point Gardens. These concerns also coincide with proposed changes to state compost facility regulations, potentially resulting in the creation of two new compost levels. The study begins with an investigation into the fundamentals of composting principles and the basic methods and operations of a composting facility. Further research examines three composting facility levels reflective of organics types and volumes: Small Compost Site (pending approval), Yard Waste Compost Facility (existing category) and Source Separated Organics Compost Facility (pending approval). Details of the proposed composting site at Stone Point Gardens in Winona County are outlined to provide a context in which to evaluate the three composting levels. The project then examines potential sources of organic waste in Winona County and possible partnership opportunities. The report concludes with recommendations and next steps to further explore a composting operation in Winona County.enReport
