Easily crossable by car, navigating Highway 280 by foot or bicycle presents significant challenges. The neighborhoods of Saint Anthony Park in Saint Paul and Prospect Park in Minneapolis have undertaken a study and community public process to identify bicycle, pedestrian and traffic calming scenarios for crossing Highway 280 on Territorial Road and Franklin Avenue, as well as specific traffic calming measures for key intersections along the proposed pedestrian/bike route.enNeighborhood Planning for Community Revitalization (NPCR)Report
