The National Center on Educational Outcomes (NCEO) developed an online survey on the development of alternate assessments and received responses from all 50 states. In addition, five educational units that received IDEA Part B funds (American Samoa, Bureau of Indian Affairs, Marshall Islands, Virgin Islands, and Washington DC) completed the survey.
