As part of a Redevelopment Master Plan for the City, North St. Paul identified strategies for revitalization of the downtown. Project lead Paul Ammerman collaborated with students in PA 8081: Economic Development Capstone Workshop, to investigate the potential for a downtown business improvement district for the city. The students concluded that a business improvement district would not be an appropriate measure for North St. Paul. Instead, they recommended building relationships with the business community, marketing the city, and investing in downtown infrastructure.
