October 13, 1999

Richard Seybolt called the meeting to order.

Upon motion made, seconded, and carried, the minutes of the September 30, 1999, meeting were approved as corrected.

Seybolt introduced Bill Haller, Compliance Coordinator for the Athletic Department. Haller distributed copies of reports entitled Admission Certification Procedure, Initial Eligibility Procedure, the portion of the Athletic Departmentıs Compliance Manual which deals with initial eligibility, and Continuing Eligibility Procedure. Copies of these reports are available upon request.

Haller explained initial eligibility standards as far as UMDıs Admissions Office is concerned, as well as the NCAA Clearinghouse. Haller pointed out that the Clearinghouse was established to minimize discrepancies across the country and to standardize procedures for everyone. There is an appeal process in place within the Clearinghouse for those who do not meet initial eligibility requirements.

Seybolt then introduced Pat Merrier, Faculty Athletic Representative, who described how transcripts are reviewed for continuing eligibility. She explained that she is responsible for looking at every athleteıs transcript at the beginning of each term to determine whether or not each athlete is eligible before they participate. Merrier described her role as FAR, which includes attendance at conference meetings where she represents the institution, serving on committees for the NCAA, and reviewing eligibility.

Violations were discussed. Haller explained that most violations which occur are secondary in nature. All violations are reported as soon as we are made aware of them. The report consists of a description of the violation, the number of the rule which was violated, and the action taken by the institution. Although the NCAA usually takes no action on these secondary violations, they prefer to have them reported because it tells them that the institution is monitoring its program.

The next meeting will be held on Wednesday, October 27, at 3:00 p.m. in the Board Room of Griggs Center. At that meeting, we will elicit information from Gary Holquist and Anita Hanson regarding the Athletic Academic Support Center and from Dale Race regarding the Bulldog Club.

Upon motion, the meeting was adjourned at 3:55 p.m.
