Commencement Address Kevin K. Washburn, Assistant Secretary - Indian Affairs, U.S. Department of the Interior Kevin K. Washburn, an enrolled member of the Chickasaw Nation in Oklahoma, was confirmed by the U.S. Senate as·the Assistant Secretary - Indian Affairs for the U.S. Department of the Interior and sworn into office in October of 2012. Mr. Washburn is the 12th Assistant Secretary - Indian Affairs to be co~ed since the position was established by Congress in the late 1970s. In addition to carrying out the Department's trust responsiqilities regarding the management of tribal and individual Indian trust lands and assets, the Assistant Secretary is responsible for promoting the self-determination and economi<;: self-sufficiency of the nation's 566 federally recognized American Indian and Alaska Native tribes and their approximately two million enrolled members. Mr. Washburn came to the Department of the Interior from the University of New Mexico School of Law where he served as Dean, a post he held since June 2009. Prior to that, he served as the Rosentiel Distinguished Professor of Law at the University of Arizona James E. Rogers College of Law, as an Associate Professor of Law at the University of Minnesota Law School, and as the Oneida Indian Nation Visiting Professor at Harvard Law School. Previously, he served as General Counsel for the National Indian Gaming Commission, as an Assistant U.S. Attorney in Albuquerque, N.M., and as a trial attorney in the Indian Resource Section of the U.S. Department of Justice. Mr. Washburn is a well-known scholar of federal Indian Law. Mr. Washburn was raised in Oklahoma and earned a Bachelor of Arts degree in Econpmics with Honors from the University of Oklahoma and a Juris Doctorate from Yale Law School. He has been a member of the American Law Institute since 2007, and is a member of the Sta!e Bars of Minnesota and New Mexico. Mr. Washburn is married with two children. VIII. The modem academic costume has evolved from the dress of the medieval guilds and the early religious orders. Today, everyone with a college or university degree may wear the black academic gown. Hoods, which are omitted by seniors who are candidates for degrees, are worn by graduates. At the University of Minnesota, the lining of the hood has a maroon chevron on a gold background to represent the University colors. A University faculty member who holds a degree from another college or university wears the colors of his/her own school. Distinctions between sleeves indicate the type of degree held by the wearer. A long pointed sleeve indicates a bachelor' s degree, while a long, closed sleeve with a slit near the upper part of the arm designates a master's degree. A round, open sleeve marks a Doctor's degree. The velvet edging on hoods is the color which stands for the field of study of the gown 's wearer. It may be white for Arts and Letters, gold-yellow for Science, maize for Home Economics, bright blue for Education. Dark blue denotes Philosophy; purple, Law; green, Medicine; pink, Music. Commerce and Accounting is shown by copper edging, Engineering by orange, Fine Arts by brown, Physical Education by sage green, and Theol- ogy by scarlet. A doctor's robe also has velvet trimmings on the rest of the gown, including crossbars on the sleeve. The trimmings may either be black or may match the color of the hood edg- ing. Candidates for degrees wearing medallions are honor students. Academic caps, or mortar-boards, derive their name from the similarity to the top portion of the mortar-board used by a mason. At the University of Paris, teachers placed square, stiff caps on graduates to signify promotion. This type of headgear was adopted later by the masters at Oxford and worn on all occasions to demonstrate their independence. A clue as to why these Oxford faculty members chose the square mortar-board is given in this 1564 poem. " 'Tis square like scholars and their books: The rest are round, but this is square To shew that they more stable are." The rules of_many institutions permit the holder of a doctor's degree to wear a gold tassel on the academic cap. THE MACE The mace, which is carried by the faculty member leading the academic procession, symbolizes leadership and authority. Use of a mace dates back to the 12th century when it was carried by kings' bodyguards. Even in more modem times, the mace has maintained some of its ancient function of keeping order. The doorkeeper of the House of Representatives has a mace for use in formal House activities. The mace carried in UMD's commencement procession has a glass sphere topped by the North Star - a symbol of the state of Minnesota. It also has a seal of the University set in the handle. THE NATIONAL ANTHEM Oh, say can you see, by the dawn's early light, What so proudly we hailed at the twilight's last gleaming. Whose broad stripes and bright stars, thru' the perilous fight, O'er the ramparts we watched, were so gallantly streaming? And the rockets' red glare, the bombs bursting in air, Gave proof thru' the night that our flag was still there. Oh, say does that star-spangled banner yet wave O'er the land of the free and the home of the brave? "HAIL! MINNESOTA" Minnesota, Hail to thee! Hail to thee, our·College dear! Thy light shall ever be A beacon bright and clear; Thy sons and daughters true Will proclaim thee near and far; They will guard thy fame And adore thy name; Thou shalt be their Northern Star. Like the stream that bends to sea, Like the pine that seeks the blue! Minnesota, still for thee Sons and daughters strong and true; From thy woods and waters fair From thy prairies waving far, At thy call they throng With their shout and song. Hailing thee their Northern Star.
