Abstract
A state-of-the-art review of the problem of determination of the fluctuating
loads on rigid circular-cylindrical structures in uniform flows with and
"without" free stream turbulence is presented.. Particular attention is paid to
the effects of surface roughness of the structure and of Reynolds number, and
to the definition and characterization of the various flow regimes, subcritical,
critical, supercritical, and transcritical. Flow three-dimensionality and
length-to-diameter, wall interference, and model-end-condition effects are
also discussed. Problems requiring additional research are identified.
