Abstract
In 1987, the City of Hastings completed a new hydropower plant on the
Mississippi River at Lock and Dam No.2. That facility was constructed in
the place of a fixed crest Boule Dam. As part of the Federal Energy
Regulatory Commission's licensing procedure, the City of Hastings is required
to study and document the impact of their operation on dissolved oxygen
(D.O.) downstream of the structure.
