“Following several demonstrations on the University of Minnesota's Twin Cities Campus in the fall of 1967, President Malcolm Moos appointed a commission of twenty-three faculty, students and an alumnus to study the problems arising from demonstrations and to recommend policies by which the University of Minnesota can deal with such problems. It is the purpose of this Commission to formulate guidelines by which the University of Minnesota and its officers can distinguish as expressions of dissent between peaceful and legitimate demonstrations and violent, disruptive demonstrations which prevent the University from fulfilling its missions.”
