Description
The Minnesota Supreme Court's ruling, striking down Governor Tim Pawlenty's unallotments, was an historic decision regarding the process of budgeting with unknown consequences today and into the future. Two key figures in the process of lawmaking and unallotment discussed the immediate and longer-term consequences of the Court’s decision at the Capitol. This event was moderated by Professor Lawrence R. Jacobs.
Senator Julianne Ortman graduated from Macalaster College in Saint Paul in 1986 with concentrations in English and History. She earned her law degree in 1989 from The University of Pennsylvania Law School. She is licensed to practice law in Minnesota, Virginia, and the District of Columbia, and has been practicing law since 1989. Elected in 2002 as a State Senator, Julianne currently represents the ten cities and eleven townships comprising District 34 (Carver and northwestern Scott Counties.) She has served as a member of the Judiciary, Transportation Policy and Finance, Tax, Crime Prevention, Public Safety Finance, Economic Development and Elections Committees. Since April 2007, Julianne has served as the Director of Finance for the Hennepin County Sheriff’s Office.
Senate Counsel Peter Wattson serves as Senate Counsel to the committees on Rules and Administration, Finance, and Capital Investment. Since January 2009, he has also served as Secretary of the Senate (Legislative). He began as counsel to the committees on Agriculture and Natural Resources & Environment in 1971, and began working for the Rules Committee in 1973. He has worked for the Senate Finance Committee since 1975, drafting appropriation bills and state general obligation bonding bills. He has represented the Senate and it members in lawsuits concerning the appropriations process, redistricting, and legislative immunity. Before working as a VISTA lawyer for the Minneapolis Legal Aid Society in 1969-70, Mr. Wattson received his law degree from the University of Minnesota in 1969 and his bachelor of arts in government from Harvard University in 1966.
