    Improving African-American Representation in the Brooklyn Park Police Department

    This project was completed as part of the 2016-2017 Resilient Communities Project (rcp.umn.edu) partnership with the City of Brooklyn Park. Brooklyn Park is one of the most diverse cities in Minnesota, but the Brooklyn Park Police Department currently does not reflect this diversity. To develop a police force that is more representative of city demographics, Brooklyn Park wanted to identify proven methods for recruiting more applicants of color. City of Brooklyn Park project lead, Deputy Police Chief Mark Bruley, worked with two students in Dr. Greg Lindsey’s PA 8081 capstone course to analyze available data to determine the demographics of students enrolled in police training programs in Minnesota. Based on this analysis and interviews with key stakeholders, the students recommended that Brooklyn Park examine current barriers for applicants of color, use pro-diversity messaging in recruitment, reach out to current African American police officers, and embrace diversity as a means to improve performance.     Recruitment and Retention of BIPOC Millennial Workforce in Local Government

    This project was completed as part of a partnership between the City of Bloomington and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Although residents of color make up 30% of Bloomington’s population, of the City’s full-time employees, only 90 out of 561 (16%) identified as part of the Black, indigenous, and people of color (BIPOC) community. Bloomington project lead Pa Dao Yang worked with students in Dr. Abdifatah Ali's HRIR 5222: Creating and Managing Diversity and Inclusion course in spring of 2023 to identify strategies to recruit and retain a diverse millennial (born 1980–1998) workforce within the City of Bloomington. Five teams of students investigated diverse strategies, including performance-based pay, peer-exchange programs, marketing strategies, career ladder roadmaps, and recruitment and hiring strategies, and provided recommendations to the City to implement each strategy.
