Item Expanding and Streamlining of RTMC Freeway Network Performance Reporting Methodologies and Tools(Minnesota Department of Transportation, 2014-01) Hourdos, John; Zitzow, StephenThe Twin Cities freeway network is a densely instrumented and growing transportation system. As the Minnesota Department of Transportation (MnDOT) pursues a performance-based management strategy to monitor the health of the network and make planning and management decisions, the data from this vast network is being examined using a variety of methods. To provide MnDOT with timely performance information regarding the Twin Cities freeway network, a streamlined program was developed based on existing and new methodologies. The Highway Automated Reporting Tool (HART) utilizes a user-friendly interface for corridor, date, time, and report selection. Selected data are automatically examined to identify and correct errors and produce 'cleaned' data for use within each report. Using interpolation and autoregressive integrated moving average (ARIMA) techniques, small errors are corrected in place while preserving as much useful data as possible. Larger issues are corrected using an imputation algorithm that uses nearby sensors and historical data to create representative replacement data. In this first version of HART, four reports are included: Speed-Based Congestion, Congestion Intensity, Lost and Available Capacity, and Maximum and Total Throughput. The Speed-Based Congestion report matches the existing methodology used to generate the annual Congestion Report.Item The Minnesota Bicycle and Pedestrian Counting Initiative: Methodologies for Non-motorized Traffic Monitoring(Minnesota Department of Transportation, 2013-10) Lindsey, Greg; Hankey, Steve; Wang, Xize; Chen, JunzhouThe purpose of this project was to develop methodologies for monitoring non-motorized traffic in Minnesota. The project included an inventory of bicycle and pedestrian monitoring programs; development of guidance for manual, field counts; pilot field counts in 43 Minnesota communities; and analyses of automated, continuous-motorized counts from locations in Minneapolis. The analyses showed hourly, daily, and monthly patterns are comparable despite variation in volumes and that adjustment factors can be used to extrapolate short-term counts and estimate annual traffic. The project technical advisory panel made five recommendations: (1) MnDOT should continue and institutionalize coordination of annual statewide manual bicycle and pedestrian counts; (2) MnDOT should improve methods for reporting results of field counts and explore web-based programs for data reporting and analysis; (3) MnDOT should lead efforts to deploy and demonstrate the feasibility of new automated technologies for bicycle and pedestrian counting, focusing on new technologies not presently used in Minnesota; (4) MnDOT should begin integration of non-motorized traffic counts from existing automated, continuous counters in Minneapolis into its new databases for vehicular traffic monitoring data; and (5) MnDOT should work with local governments and explore institutional arrangements for (a) establishing a network of permanent, automated continuous monitoring sites across the state and (b) sharing and deploying new technologies for short-duration monitoring to generate traffic counts that provide a more comprehensive understanding of spatial variation in nonmotorized traffic volumes.Item Rapidly Deployable Low-Cost Traffic Data and Video Collection Device(University of Minnesota Center for Transportation Studies, 2009-12) Schwach, Joey; Morris, Ted; Michalopoulos, Panos G.Transportation practitioners, planners and researchers lack the availability of an easily deployable, non-intrusive, portable, low-cost device for traffic data collection and video recording at intersections and arterials as well as temporary remote surveillance. The necessary data usually includes volumes, speeds, classification, turning movements, queue size and length, conflicting movements, and time headways. They also include recording of traffic characteristics, accidents and other special situations. A visual record of traffic characteristics at intersections, arterials, or other locations can also be used for extensive analysis and research leading to improved safety and control practices. In this report, the development and demonstration of a low-cost, practical, rapidly deployable video recording and data collection device is presented along with the design, deployment, and data extraction process. Its major advantage at intersections is that only one unit can cover an entire intersection up to 5 lanes per incoming approach wide (20 incoming lanes total), which should be sufficient for the overwhelming majority of intersections. In addition it has the potential of extracting turning movements automatically including optional lanes through advanced machine vision or radar sensors.
