Item 2526 Downtown West(Resilient Communities Project (RCP), University of Minnesota, 2014) Fischer, Thomas; Lee, Haimeng; Gannett, SadieThis project was completed as part of the 2013-2014 Resilient Communities Project (rcp.umn.edu) partnership with the City of North St. Paul. As part of a Redevelopment Master Plan, the City of St. Paul identified live/work housing as a priority. The goal of the project was to determine the feasibility of this type of development in the City. Project lead Paul Ammerman worked with students in HSG 4461: Housing Development and Management, taught by Becky Yust and Lyn Bruin, to create a development proposal for a potential live/work development in the City. With an increasingly aging population, the City of North St. Paul wanted to determine ways for its residents to age safely in their homes. Project lead Jon Fure collaborated with students in HSG 5481: Promoting Independence in Housing and Community, taught by Dr. Lyn Bruin, on identifying barriers to residents aging in their homes. The students conducted interviews with residents and key stakeholders, recommending that the City support home modification programs and incorporate universal design methods. With an increasingly aging population, the City of North St. Paul wanted to determine ways for its residents to age safely in their homes. Project lead Jon Fure partnered with students in Lisa Edstrom’s GERO 5105: Multidisciplinary Perspectives on Aging course. The students held focus groups with seniors to get their perspectives on aging in place and made recommendations based on these conversations. Identified barriers and suggested improvements were: transportation, chore services, and neighborhood stores and cafes. The students' final report and poster are available.Item Assessing a Community's Capacity to Engage with Urban Natural Resources(Resilient Communities Project (RCP), University of Minnesota, 2014) Hammes, Mary CThis project was completed as part of the 2013-2014 Resilient Communities Project (rcp.umn.edu) partnership with the City of North St. Paul. Many urban residents do not have the opportunity to engage with nature, despite having natural areas in cities. North St. Paul is home to several natural park areas, and the City was looking for ways to help residents better engage with those areas. Project lead Jon Fure partnered with a graduate student working on a Master’s thesis in Environmental Sciences, Policy, and Management to address this concern. The student offered a set of recommendations to improve engagement with nature, including: developing better shoreline access; better communication of park initiatives; partnerships with sports organizations; connecting organizations with common interests; helping to create common understanding of environmental issues; including more raingardens; and sharing resident stories about their connections to natural areas. The student's thesis is available.Item Assessing the Viability of a Business Improvement District in North St Paul(Resilient Communities Project (RCP), University of Minnesota, 2014) Boulay, William; Clarksen, Robert; Darnell, CharlesThis project was completed as part of the 2013-2014 Resilient Communities Project (rcp.umn.edu) partnership with the City of North St. Paul. As part of a Redevelopment Master Plan for the City, North St. Paul identified strategies for revitalization of the downtown. Project lead Paul Ammerman collaborated with students in PA 8081: Economic Development Capstone Workshop, to investigate the potential for a downtown business improvement district for the city. The students concluded that a business improvement district would not be an appropriate measure for North St. Paul. Instead, they recommended building relationships with the business community, marketing the city, and investing in downtown infrastructure. Hoping to increase community involvement and encourage healthy eating, the City of North St. Paul was interested in developing community gardening opportunities. To facilitate this, project lead Jon Fure partnered with students in PA 5242: Environmental Planning, Policy, and Decision Making, taught by Dr. Carissa Schively Slotterback, to create a guide of community gardening best practices. The students developed best practices for preparation and selection of a community garden, management practices for a community garden, and logistics of the garden and produce. Through a 20-year capital improvement plan, North St. Paul allocated additional resources to infrastructure improvements and development of a living streets policy. Project lead Paul Ammerman worked with students in PA 8081: Making Sustainable Transportation Work, to research living streets policy case studies and develop a visual preference survey to be used with North St. Paul residents in affected neighborhoods. The City of North St. Paul was interested in addressing concerns around workplace culture among city staff. Project lead Jason Ziemer partnered with students in HRIR 8034: Employee Development–Creating a Competitive Advantage, taught by Dr. Stacy Doepner-Hove, to address these concerns. The students recommended tools and strategies for changing workplace culture, as well as offering suggestions for implementing and evaluating the suggested changes. This is one of five reports completed by student teams on this topic for this course. Formerly home to an active arts council, the City of North St. Paul was interested in engaging residents around public art planning. Project lead Jon Fure worked with Virajita Singh’s LS 5100: Design Thinking course to identify strategies for engaging residents in the public art planning process. The students used design thinking strategies to get residents involved and create a stronger sense of community in the city. The City of North St. Paul was looking to encourage more residents to engage with natural areas in the City, particularly the Southwood Nature Preserve. Project lead Jon Fure partnered with students in DES 3131: User Experience in Design, taught by Ange Wang, to develop design recommendations to improve the park experience. Their proposal focused on family experience, and suggested creating a “create your own adventure” program. This is one of 8 proposals completed on this topic for this course. The final report and a poster summarizing the work of all 8 groups are available.Item City of North St. Paul: Emerald Ash Borer Management Plan(Resilient Communities Project (RCP), University of Minnesota, 2014) Braun, Ricardo; Butler, William; Carroll, Jeff; Fagundes, Mario; Hull, Brandon; Midura, Luke; Stufft, Lauren; Yang, ZheziThis project was completed as part of the 2013-2014 Resilient Communities Project (rcp.umn.edu) partnership with the City of North St. Paul. Cities around the Twin Cities metro area are beginning to address the issue of Emerald Ash Borer, or EAB. The City of North St. Paul was looking to develop a plan to respond to EAB invasion. Project lead Jon Fure partnered with students in FR 4501/5501: Research Problems: Urban Forestry—Biology and Management, taught by Dr. Gary Johnson, to begin developing this plan. Based on their research, the students offered three practical management options for the City: remove ash trees killed by EAB and replant with a different breed of tree; remove all ash trees over a 10-year period and replant with different breeds; and remove small trees and replant with different breeds, while chemically treating larger ash trees. Residents of North St. Paul were interested in community gardening opportunities, but the City did not have existing policies or plans in place around urban gardening. Project lead Jon Fure collaborated with students in Dr. Carissa Schively Slotterback’s PA 5253: Planning Participation Processes course to create a participation plan for community gardening. The students outlined a five-phase engagement plan and offered recommendations for stakeholder identification and communication. This is one of two projects completed on this topic in this course. In 2013, the City of North St. Paul hired a new city manager who wanted to foster continued reflection among city departments, and departments held a series of retreats as part of this initiative. To determine the impact of these retreats, project lead Jason Ziemer worked with students in Dr. Jean King’s OLPD 8595: Evaluation Problems. The students conducted a SWOT analysis during the retreats and developed a set of recommendations for each. As part of an initiative to address the issue of Emerald Ash Borer, or EAB, the City of North St. Paul wanted to include an educational component. Project lead Jon Fure collaborated with two students in OLPD 5204: Designing Adult Education Programs, taught by Catherine Twohig, to develop a program. The students created a training manual and educational programming guide to help City staff educate residents on EAB. Through a 20-year capital improvement plan, the City of North St. Paul allocated more resources to infrastructure improvements. Part of these initiatives were to improve livability through developing a living streets policy. Project lead Paul Ammerman worked with students in PA 5253: Designing Participation Processes, to create a community engagement plan for implementing the policy. The students developed an engagement proposal, outlined a timeline, and offered activity recommendations. This is one of three living streets engagement projects completed through this course. The City of North St. Paul sought to build on existing neighborhood crime watch organizations to engage and empower neighborhood residents to keep their neighborhoods safe, livable, and vibrant, while developing a clearer sense of resident issues and priorities. Project lead Paul Ammerman collaborated with students in PA 5253: Planning Participation Processes, to create a participation plan targeted at engaging underrepresented populations. The students provided the City with an engagement plan and specific recommendations for communication and maintaining relationships. Home to many natural resource areas, the City of North St. Paul was looking for recommendations on encouraging residents to engage with those natural areas through environmental education programming. Project lead Jon Fure worked with students in OLPD 5204: Designing Adult Education Programs, taught by Catherine Twohig, to create educational programming recommendations. The students provided an outline for educational classes at Southwood Nature Preserve and included a resource directory of content area experts.
