Item An Asset-based Approach to the City of Rosemount Strategic Plan: 2015-2020(Resilient Communities Project (RCP), University of Minnesota, 2015) Birkeland, Barnabas; Chiumento, Alyssa; Barroso, Felipe; Johnson, Claire; Lovelace, Hilary; O'Neil, Sean; Schuettler, Karl; Shardlow, George; Zweifler, ZacharyThis project was completed as part of a year-long partnership between the City of Rosemount and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). A thriving and resilient local economy is key to community development. The goal of this project was to create an asset-based strategic plan for the City of Rosemount’s future sustainable development. In collaboration with city project lead Kim Lindquist, Community Development Director for the City of Rosemount, students in PA 5512: Workforce and Economic Development conducted workforce and economic base analyses of Rosemount, held community focus groups, conducted an online survey of community members, and crafted a strategic plan with recommendations for development to build off of the City’s current assets. A final report and presentation from the project are available.Item Housing Hurdles Carver County: Addressing Barriers to Development of Affordable Housing(Resilient Communities Project (RCP), University of Minnesota, 2016) Martin, Karina; Schuettler, Karl; Kramer, JacquelynThis project was completed as part of a year-long partnership between Carver County and the University of Minnesota’s Resilient Communities Project (http://www.rcp.umn.edu). Carver County contracted with Maxfield Research to complete a comprehensive housing needs assessment, which assessed the market supply for senior housing, workforce housing, and housing for homeless populations. Although Maxfield identified a clear need for affordable housing throughout the county, many market and regulatory barriers make it difficult to develop such housing. The goal of this project was to identifying strategies to assist in the development and preservation of affordable housing. In collaboration with project leads Brenda Lano and Allison Streich from the Carver County CDA, a team of students in PA 5261: Housing Policy, identified regulatory tools and policy choices, both traditional and unconventional, that can create and preserve affordable housing in Carver County. The students' final report from the project is available.Item In Arms Reach: Riverview Terrace Healthy Community Strategy(Resilient Communities Project (RCP), University of Minnesota, 2015) Lovelace, Hilary; Brown, Erika; Schuettler, KarlThis project was completed as part of the 2015-2016 Resilient Communities Project (rcp.umn.edu) partnership with Carver County. Carver County Public Health was beginning a process of developing healthy community strategic plans for several manufactured home parks in Carver County. The goal of this project was to develop an engagement strategy for the Public Health Department to deploy as part of this planning process. Carver County project lead Tami LaGow collaborated with students in PA 5253: Designing Planning and Participation Processes, to develop a set of engagement recommendations. The team focused on one manufactured home park, Riverview Terrace in the city of Chaska, and recommended that the public health department consider past barriers to engagement, use a trusted-advocate model to engage residents, address health disparities, and co-develop the strategic plan with residents.
